VETERANS PRIORITY OF SERVICE • Priority of Service entitles covered persons, including Veterans and eligible spouses of Veterans, to take precedence over non-covered persons in obtaining services. • A covered person receives access to service or resources, before non-covered persons; or if the service or resource is limited, covered persons receive access to the service or resource instead of or before non-covered persons.

  3. WHO IS COVERED? • Eligible Veteran - A person who served at least one day of active duty and was discharged or released under conditions other than dishonorable, as specified in 38 U.S.C. 101(2) • Eligible Spouse - • Spouse of a veteran who died of a service-connected disability. • Spouse of any Armed Forces member serving on active duty who, at the time of application for assistance, is listed in one or more of the following categories for more than 90 days:  • missing in action, • captured in line of duty by a hostile force, or • forcibly detained in the line of duty by a foreign government or power. • Spouse of a veteran who has a total disability resulting from a service- connected disability. • Spouse of a veteran who died while a disability was in existence.

WHICH PROGRAMS MUST PROVIDE PRIORITY OF SERVICE? • Priority of service applies to every program or service that is directly funded in whole or in part by the Department of Labor • Priority of service is intended to apply to all such programs currently in operation, as well as all new such programs that come into existence in the future • The workforce system and other program operators must enable veterans and eligible spouses to identify themselves at the point of entry to the system or program

  5. Documentation • Status as a veteran or an eligible spouse must be verified • Veteran • DD-214 (preferred) • Eligible Spouse • DD-214 • VA compensation letter • Notice from Department of Defense that documents a missing or detention status of the spouse • Can not accept NGB Form 22

  8. DD-214 (Character of Service) 1 2 • Character of service cannot be “Dishonorable” • If there is no “Character of Service” make sure you have Member 4 copy
