EXECUTIVE SECRETARIAT • Administrative support to the NI Executive:- advice and guidance to Departments on Ministerial/Executive decision making;- arrangements before, during and after Executive meetings; - support for Ministerial Representatives Committee • Oversight of Ministerial Code - advice and guidance. • Provision of advice to Depts. on, and involvement in, NSMC and BIC matters. • Liaison with, and provision of resources for,the Civic Forum and proposed All Island Consultative Forum.
MACHINERY OF GOVERNMENT • Liaison with the Northern Ireland Assembly:- FM and dFM and Junior Ministers business;- Committee of the Centre; and- Scheduling NI Departmental Business. • Co-ordination of the Executive’s Legislative Programme. • Liaison with NIO on reserved and excepted matters. • Relationships with other devolved administrations. • Advice and guidance on procedural and protocol issues.
KEY ISSUES • Guidance to Ministers and Depts. on Executive procedures, post St Andrews; • Preparation for first meetings of NI Executive, NSMC Plenary, BIC Summit. • Compilation of a Legislative Programme. • Preparation for early OFMDFM engagement with the Assembly: AQs, Oral Questions, Committee of the Centre.

NSMC Meetings The First Minister and deputy First Minister, acting jointly, must as far in advance as possible of an NSMC meeting, provide the Executive Committee and the Assembly with details of:- • The date; • The agenda; and • (once determined) the names of the Ministers of junior Ministers who are to attend the meeting. Ministers are required to report back to the Executive and the Assembly after each NSMC meeting.

EQUALITY, RIGHTS AND SOCIAL NEED DIVISION • Promoting New Targeting Social Need Policy. • Developing a new anti-poverty strategy. • Equality and anti-discrimination policy and legislation – religious belief, political opinion, age, gender, sexual orientation, disability. • Statutory duties arising from Section 75 of the NI Act 1998. • Obligations under the Human Rights Act. • Developing a Single Equality Bill for NI. • Sponsorship of the Equality Commission. • Research and statistical services in support of Directorate responsibilities.
GOOD RELATIONS AND RECONCILIATION DIVISION • Victims’ funding, policy, strategy, legislation and sponsorship of the Commissioner for Victims and Survivors. • Sponsorship of the office of Commissioner for Children and Young People and development of a wider children’s strategy for Northern Ireland. • Racial equality and good relations policy, strategy and funding. • Community relations policy, legislation, strategy and funding including management of a EU Peace II Measure, Reconciliation for Sustainable Peace and EU Peace III. • Sponsorship of the Community Relations Council. • Conflict transformation and relationship building. • Interaction of community development/community relations in local communities – working together with the Department for Social Development.

MAIN FUNCTIONS OF DIRECTORATE To support the Executive in: • Development of the Programme for Government • Long-term strategic planning (Strategic Futures exercise) • Co-ordination of economic policies and monitoring effectiveness of public spending • Implementation of policy on sustainable development • Development of the Investment Strategy for NI • Regeneration of strategic development sites (including Maze/Long Kesh)
PROGRAMME FOR GOVERNMENT • Key strategic planning document for Executive • Sets out Executive’s policy and programme priorities • Budget and Investment Strategy should flow from PfG • Work needs to start soon to deliver PfG for April 2008. Needs to be considered by Assembly Committee and completed by December 2007 • Currently working with Minister on initial PfG to cover remainder of 2007 – 08 financial year. Will be an early priority for the Executive.
INVESTMENT STRATEGY FOR NI (ISNI) AND STRATEGIC INVESTMENT BOARD (SIB) • Responsible for sponsoring and overseeing SIB • SIB produces the ISNI and supports Departments in delivering infrastructure projects • ISNI is a rolling ten-year plan • ISNI 1, costing £16bn, published in December 2005 • ISNI 2, covering 2008-2018, is currently being prepared – inextricably linked to PfG and the Budget
MAZE/LONG KESH (MLK) AND EBRINGTON • Masterplan for MLK was agreed by main political parties • Based on multi-sports stadium and the International Centre for Conflict Transformation • To reduce costs, private sector development partner is being sought • Decision on future of MLK site will be needed by Sept 07. • ILEX urban regeneration company is jointly owned by OFMDFM and DSD • ILEX is responsible for development of Ebrington site as part of city as a whole
EXECUTIVE INFORMATION SERVICE (EIS) • EIS provides a full media and communications service for all 11 devolved government departments to ensure Ministers are properly supported • Centrally managed by EIS senior management (Stephen Grimason , Director and Colm Shannon , Deputy Director ) based in OFMDFM with information officers out posted to departments
EIS (continued) • Services include • Press and media management (1.600 press releases across government last year); • Internal corporate communication for the civil service ; • Websites • Publications • Advertising • Marketing • Event management • Events and announcements are co-ordinated across all 11 departments to try as much as possible to avoid clashes, particularly for major events (there is only one front page).
EIS ( continued) • Cross – departmental announcements also require significant co-ordination to ensure key messages are neither lost nor blurred. • All press releases are issued through the central press office in OFMDFM.
