  5. Participants, Patents, and Duty to Inform • All participants in this meeting have certain obligations under the IEEE-SA Patent Policy. Participants: • “Shall inform the IEEE (or cause the IEEE to be informed)” of the identity of each “holder of any potential Essential Patent Claims of which they are personally aware” if the claims are owned or controlled by the participant or the entity the participant is from, employed by, or otherwise represents • “Personal awareness” means that the participant “is personally aware that the holder may have a potential Essential Patent Claim,” even if the participant is not personally aware of the specific patents orpatent claims • “Should inform the IEEE (or cause the IEEE to be informed)” of the identity of “any other holders of such potential Essential Patent Claims” (that is, third parties that are not affiliated with the participant, with the participant’s employer, or with anyone else that the participant is from or otherwise represents) • The above does not apply if the patentclaim is already the subject of an Accepted Letter of Assurance that applies to the proposed standard(s) under consideration by this group • Quoted text excerpted from IEEE-SA Standards Board Bylaws subclause 6.2 • Early identification of holders of potential Essential Patent Claims is strongly encouraged • No duty to perform a patent search Dee Denteneer; Philips

Other Guidelines for IEEE WG Meetings • All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. • Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. • Don’t discuss specific license rates, terms, or conditions. • Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. • Technical considerations remain primary focus • Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. • Don’t discuss the status or substance of ongoing or threatened litigation. • Don’t be silent if inappropriate topics are discussed … do formally object. • --------------------------------------------------------------- • See IEEE-SA Standards Board Operations Manual, clause 5.3.10 and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details.   13. Thursday, 19 May 201110:00-11:30 • Issue : b) "Mesh Data frame" or "mesh Data frame", relates to CID4124: CRC adopted the resolution to change them to mesh Data frame globally. I think it is not a good idea. I did not implement this change in D11.02. If necessary, we should add some text in clause 7, in particular 7.1.1 (Conventions), to describe the definition of Mesh Data frame. It is defined in clause 3, so it may not be necessary to spell out in clause 7, but it should be safe to do so. Dee Denteneer; Philips

  17. Thursday, 19 May 201110:00-11:30 Change the text in clause 7.3.2.92, page 46, line 60-63, in D11.02, to read:  For a mesh STA the ASRA field is used as an emergency indicator. If a mesh STA requires emergency services, the ASRA field is set to 1, otherwise it is set to 0. Dee Denteneer; Philips

Thursday, 19 May 201110:00-11:30 • Modify the last two paragraphs in clause 11.23.6 to read:  In a mesh STA when dot11ESNetwork is true, the mesh STA can reach emergency services and ESR shall be set to 1. When that mesh STA receives a Mesh Peering Open frame, that includes the Interworking element with the ASRA bit equal to 1, it allows access to emergency services, forwarding frames to a emergency server. Note: The ASRA bit set to 1, informs the mesh STA to prioritize resources for the emergency call, to proactively find a better path before the link conditions deteriorate below a certain threshold, and/or to change some of the mesh STA's behavior (for example, to disable any power save features). In a mesh STA when dot11ESNetwork is false, it is unable to support the mesh peering of emergency services and ESR shall be set to 0. When that mesh STA receives a Mesh Peering Open frame, that includes the Interworking element with the ASRA bit equal to 1, it is unable to support the mesh peering of emergency services and does not forward frames.
