C.A.S.E. Fall Conference 2005 Red Lion on the River Hotel Portland, OR. Bridging FAA and EASA C.A.S.E. 1A Standard
Agenda Trip down memory lane - Boston Mission and Vision Facing some Facts Current Status What do we need ? How does it benefit our business ?
Trip down memory lane - Boston Spring Conference 2005: • A Standards & Procedures „subcommittee“ was established to evaluate the general differences between FAA, EASA and existing C.A.S.E. 1A Standard • Committee members were: • Ken Nelson (Polar Air Cargo) • Jerry Walker (Empire Airlines) • Russ Hollis (United Airlines) • Hans Spoelstra (KLM) • Sven Kröger (Lufthansa) • Communication via e-mail, no „physical“ meetings
Mission and Vision • Review EASA Part 145 to existing Title 14 CFR Part 43 / 145 • Detect conformities and incongruities • Establish a supplement to the 1A Standard • Receive acceptance from the C.A.S.E. sustaining membership • Implement EASA requirements into next suitable revision of C.A.S.E. 1A Standard • Standards to be used for auditing must be international • Global business requires global solutions
Facing some Facts • We represent international Air Carriers • We are making use of international Repair Stations • We engage international (sub) contractors • We contract out more than 50% of our maintenance activities worldwide • We have to assure and improve aviation safety and oversight expecting further increase of the MRO contracting business
Current Status • More than 1200 US domestic Repair Stations are EASA approved • Based on the BASA / MIP • About 135 Canadian Maintenance Organisations are EASA approved • Based on the TCCA / EASA Administrative Arrangement on Maintenance
Current Status • FAA and EASA are currently working on a regulatory comparison • C.A.S.E. 1A Standard is accepted by the FAA • C.A.S.E. 1A Standard is mainly based on Title 14 CFR´s • ARSS is going to implement EASA requirements for US Repair Stations into their standard • Maintenance Implementation Procedures are already in place • EASA Part 145 is not yet completely covered in the 1A Standard
What do we need ? • An applicable C.A.S.E. 1A Standard to cover FAA and EASA requirements • Acceptance throughout the C.A.S.E. organisation • Easy application for auditors while conducting on site audits • Acceptance of C.A.S.E. 1A Standard by EASA
How does it benefit our business ? • Minor endorsement: • two supplemental pages to 1A Standard 4-2-0 • two supplemental checklist pages to CACS-20 No violation of current regulatory requirements • Major benefits: • „going“ global • common approach • better use of resources • increase of oversight • „one size fits all“
Today‘s World FAA EASA C.A.S.E.
More than a dream E FAA C.A.S.E. A We are very close to it, let‘s make it happen!
