Emory School of Medicine – VAMC Faculty Relationships Claudia R. Adkison, J.D., Ph.D. Executive Associate Dean Administration & Faculty Affairs Emory University School of Medicine Department Administrator School October 13, 2006
Atlanta VAMC is a“Dean’s Hospital” • Special relationship • Ph.D.s and M.D.s employed at the VAMC full-time and part-time are Emory faculty • Recruitment should be done jointly • Appointment at the VAMC requires Emory faculty appointment • Chair must approve in advance • VAMC service chiefs are assigned by Department Chair and VAMC administration jointly – continue in the job with the agreement of both
Emory-VAMC Faculty Recruitment • Chair, VAMC service chief, VAMC administration (Dr. Bower) agree on the candidate to be recruited • VAMC (Dr. Bower) will sign the Faculty Proposal Form that is submitted as part of the recruitment packet – indicates VAMC salary support for the candidate
Faculty Status of VAMC Employees • Faculty hold appointments in the VAMC as 1/8, 2/8, 3/8 . . . 8/8 • Faculty are full-time or part-time employees at the VAMC and at Emory • If the VAMC and Emory appointments add up to full-time, the faculty member holds a regular full-time appointment in the School of Medicine • If the VAMC and Emory appointments add up to part-time, the faculty member holds a regular part-time appointment in the School of Medicine
8/8 VAMC Faculty – WOC • A faculty member who is 8/8 employed at the VAMC is still a regular, full-time faculty member in the SOM • The faculty member may even be a tenured full professor • If all salary comes from the VAMC, the faculty member is without compensation (WOC) at Emory • An 8/8 VAMC employed faculty member without compensation IS NOT a volunteer faculty member
Research Rules • All research proposals submitted by Emory-VAMC faculty except the VAMC merit award must be processed through Emory as Emory research • Emory employees, faculty and staff, are not employees of the VA Research Foundation (VARF); do not submit research through the VARF • 8/8 VAMC faculty can submit research through Emory and perform research at Emory (or at the VAMC)
Emory Research by 8/8 VAMC Faculty Member • VAMC counts its work week in hours – 40 • Emory counts its work week in effort • VAMC allows up to 20 hours per week for 8/8 faculty to add on research, teaching, clinical effort, or administrative effort at SOM • Full knowledge of how to calculate the effort is extremely important – very high priority on the OIG work plan list • Salary at Emory is the 50%ile salary for the rank and specialty/sub-specialty shown on the AAMC salary table for private US medical schools
Emory Benefits for VAMC Faculty • Emory faculty who are 1/8-7/8 VAMC receive the VAMC benefits according to their employment status • Emory faculty who are 1/8-7/8 VAMC receive the Emory benefits to which their employment entitles them (based on Emory FTE status) • Regular full-time faculty status as it pertains to rank is NOT the same as full-time/part-time status as it applies to Emory FTE, compensation, and benefits status. • Example: a regular, tenured Professor (FT total professional effort) in the SOM may be an 8/8 VAMC employee who is uncompensated at Emory, has no effort at Emory, and receives limited Emory benefits • Example: a regular, tenured Professor in the SOM may be a 3/8 VAMC employee whose FTE status at Emory is >0.5 FTE, which allows full Emory benefits
Emory Benefits forFaculty at VAMC • For faculty whose total professional effort makes them full-time employed (Emory plus VAMC), some Emory benefits are tied to their Emory FTE status • If <0.5 FTE at Emory, retirement, life, medical, etc. are limited • If >0.5 FTE at Emory, benefits are FT benefits • All VAMC faculty, regardless of Emory FTE status, are entitled to • Use of library • Use of University computer networks to access Emory sites • Use of the gym and other sports and entertainment facilities, same as other faculty • Emory discounts on purchases, ticket discounts in DUC • Use of Emory’s name on CV, same as other faculty • Use of Emory administrative services (grants management, etc.) • Faculty development, departmental and SOM
