What is the National Healthcare Foundation Skills Assessment? • Pre- and post-test • Written assessment delivered online • Aligned to National Foundation Healthcare Skills Standards • Provides an indicator of competency of basic healthcare knowledge and skills
Why use the National Healthcare Foundation Skills Assessment? Although it is not a right-to-work credential, the assessment: • Adds credibility by providing a national certification • Satisfies Carl Perkins requirements for technical skills assessments • Validates student mastery of fundamental healthcare knowledge and skills
Who should take the test and when? • Pre-Testing should take place upon entrance into the health science education program • Post-Testing should occur as soon as possible after training is completed (students who complete in January may test mid–year). • Students who have completed training in health science technology education

How was the test developed? • National committee of subject matter experts (SMEs) • Streamlined and clarified accountabilities in the National Healthcare Foundation Skills Standards • CTTC contracted with subject matter expert to write additional items to generally accepted test item writing guidelines • Panel of SMEs reviewed/revised existing and new test items • Piloted in Spring 2008
Who has used the test? • In 2008-09, programs in 18 states (Alabama, California, Colorado, Florida, Indiana, Kansas, Maryland, Michigan, Missouri, Nevada, North Carolina, Ohio, Oklahoma, South Carolina, Texas, Utah, Vermont, and Virginia) used the assessment • 14,671 total pre- and post-administrations (up 472% from 2007-08.
Test Review/Validation • Reviewed annually by a national committee of subject matter experts (SMEs) • Review items for timeliness, bias (gender, ethnicity, and occupational), and applicability in all states • Ensure alignment between standards, accountability criteria, instructional supplements, and assessment
Comments from users? • 30% rated test content “just right”; 70% rated content “too hard”. (None said it was too easy). • 65% of testing sites felt that the assessment/certification added value to their training programs; 17% weren’t sure yet
