  3. STIP • CTC Staff Recommendations March 8, 2010 • CTC adoption March 28, 2012 • 2012 STIP should be available in CTIPS to transfer to FTIP May 2012 • Total project cost must be shown in the FTIP including non-STIP funding

STIP • Four options for MPOs to program 2012 STIP in 2013 FTIP • Use CTC adoption of the STIP March 28, 2012 • Use Staff Recommendations March 8, 2010 • Use county and interregional shares from the CTC adopted Fund Estimate • Program existing project in the 2010 STIP that are re-programmed in the 2012 STIP for inclusion in the 2013 FTIP • OFTMP recommends Option # 1 • If option # 2,3 or 4 are used an amendment will have to be submitted to CT by October 1, 2012. • Projects with CON Cap and/or R/W Cap greater than $1M can use Toll Credits, use 100% “STIP-AC” on capital and support costs. • For fund types not eligible for TCs use 100% State cash • TCs can be used for TE projects. • FTIP projects programmed in CTIPs must be consistent with the STIP funding types

SHOPP • CTC approval of 2012 SHOPP est-April 25, 2012 • 2012 SHOPP available in CTIPS June 1, 2012 • 2012 SHOPP Report to MPOs June 15, 2012 • 2012 SHOPP Group Project Listing Report It is MPOs responsibility to identify any projects from the report that are non-exempt and that will be programmed individually • Use 100% “SHOPP-AC” fund type using Toll Credits

  6. SHOPP • State Minor Program • Program 100% of total project cost with “CT Minor Program”, Program Category, Fund Type “SHOPP AC”, no Match required • Use Grouped Projects for Safety Improvements, Shoulder Improvements, Pavement resurfacing and/or rehabilitation - Minor Program

Various State Managed Programs • Highway Safety Improvement Program (HSIP), High Risk Rural Roads (HR3), Safe Routes to School (SRTS), Highway Maintenance Program (HM), Highway Bridge Program (HBP) • HSIP, HR3 & SRTS program’s, managed by Local Assistance • Message traffic notifies you of changes to programs • Match requirements • SRTS - 100% federal, no match required • HSIP & HR3 – 10 % match required, will not use TC

  9. HMP & HBP • Highway Maintenance Program • Use 100% federal funds using Toll Credits for match. Fund Types National Highway System or Surface Transportation Program – Highway Maintenance • Program with group project listing: Grouped Projects for Pavement resurfacing and/or rehabilitation on the State Highway System - Highway Maintenance • Highway Bridge Program • New statewide project list replaces the prior list that is on the LA web site, update through amendment or admod • MPOs must review the group project list and determine if a project needs to be programmed individually • Grouped Projects for Bridge Rehabilitation and Reconstruction – HBP Program • Toll Credits are assumed through FFY 15/16 only off federal aid system classified bridges • Otherwise 11.47% match • Fund Type local HBRR – Highway Bridge Program

  10. Section 130Rail-Highway Crossing Program • Managed through Caltrans Division of Rail • 10% match • Or 100% federal funds for certain safety improvements • Fund Type STP-RL, Fund Name Railway-Highway Crossings
