Larger Initiatives (Top-Down) • Current opportunities focus on smaller projects • Some initiatives exist like PIRE can support large projects • CISE doesn’t fare as well • Large projects should be based on: • Common collaborative vision • Need for collaboration should be clearly stated in vision itself • National importance of the problems • Eg, Energy, Sustainable Society, Intelligent Transportation, Disaster Recovery, Internet of Things (ie, CPS equivalent in China), Digital Libraries
Benefits of Large Projects • Should be beneficial to both sides • Access to growing/emerging infrastructure • Testbed / platform • Eg, Japan’s access in GINI project • Access to larger students bodies and research expertise • Educational elements
Issues to Consider • IP • Basic infrastructure exists to resolve IP issues • Evaluation / Research Quality Assessment • Q: should have similar quality? • Use NSF’s 4 vision pillars ? (eg, building infrastructure, producing man-power, …) • Should converge gradually • Takes time --- need to be more patient • Differences in research culture • 5-10 vs. 10-15 horizons • Different priorities • Eg, National prizes vs. conf. papers • How to use this diff. to our benefit? • Distributed control • 2 Masters vs. 1
Suggestions to NSF • Travel budget should be increased • Create opportunities for Junior faculty / faculty (of non Chinese origin) to benefit as well • Overhead vs. Return • Can we create low overhead opportunities? • Eg, student exchange program • Can figure out to leverage on existing industrial experiences on int’l collaboration? • Microsoft vs. Microsoft China
