WPCSRF BACKGROUND • BEGAN IN 1989 • CO-ADMINISTERED BY DEQ AND DNRC • PROVIDES LOW-INTEREST LOANS FOR WATER POLLUTION CONTROL ACTIVITIES • PRIMARILY FOCUSED ON MUNICIPAL WASTEWATER SYSTEMS • HOWEVER, NONPOINT SOURCE POLLUTION CONTROL PROJECTS ARE ALSO ELIGIBLE
ELIGIBILITY • PUBLICLY –OWNED SYSTEMS • STATES, CITIES, TOWNS, COUNTIES, W & S DISTRICTS • PRIVATELY-OWNED NONPOINT SOURCE SYSTEMS WITH DEDICATED REPAYMENT STREAM • NO PRIVATELY-OWNED SYSTEMS HAVE BEEN FUNDED DIRECTLY BY THE SRF PROGRAM TO DATE • MUST BE ON THE SRF PRIORITY LIST
PRIORITY LIST • INTENDED USE PLAN AND PRIORITY LIST ARE COMPILED EACH YEAR IN MAY • MUST BE ON THE LIST TO BE ELIGIBLE FOR FUNDING • A SURVEY FORM IS REQUIRED FOR PLACEMENT ON THE PPL • PROJECTS ARE RANKED BASED ON: • WATER QUALITY PROBLEM • WATER QUALITY BENEFITS RESULTING FROM PROJECT • READINESS TO PROCEED • NORMALLY, ALL ELIGIBLE PROJECTS ARE FUNDED
WPCSRF LOAN TERMS • TYPICALLY 20-YEAR TERMS • CANNOT EXCEED DESIGN LIFE OF IMPROVEMENTS • 3.75% INTEREST RATE • MAY BE SLIGHTLY HIGHER FOR PRIVATE LOANS • 2.75% FOR DISADVANTAGED COMMUNITIES • IF W & S RATES ARE GREATER THAN 2.3% OF MHI • HOWEVER, NO 2.75% LOANS HAVE BEEN MADE TO DATE FOR STORMWATER PROJECTS
TYPES OF PROJECTS • PROJECTS MUST HAVE A DIRECT WATER QUALITY BENEFIT • STORMWATER COLLECTION • DETENTION BASINS • CONSTRUCTED WETLANDS • WETLAND PROTECTION AND RESTORATION • LANDSCAPE SWALES • PROJECTS AIMED AT REMOVING STORMWATER FROM SANITARY SEWER SYSTEMS
