1. A Presentation on“Achievements of the J&K State in Strengthening of CD setup and Expectations from the Central Govt.”By: Dr. Ram Lubhaya (IPS)Addl. Director General of PoliceHome Guards/CD/Auxiliary Police & Security, J&K.

2. Civil Defence – BackgroundTill 1962 Civil Defence mostly confined to sensitize and alert people in selected cities and towns against threat perception.Chinese aggression in 1962 and Indo-Pak conflict in 1965 – Turning Points in revamping the Civil Defence Policy.The result was the enactment of the Civil Defence Act 1968 (applicable throughout the country).The CD Act 1968 was amended during 2009 and the word “Disaster Management” included in the Act.Revision and renewal of categorized Civil Defence towns being done at regular intervals.

3. Perceived threat remaining the fundamental criterion for categorization.CD Primarily organized on a voluntary basis.The volunteers being trained regularly in, Search & Rescue, First Aid, Fire Fighting, Relief Management etc.General Public & Govt.employees are being motivated to join CD to serve the community and the response is appreciable.Many initiatives already taken especially viz-a-viz Early Warning System (EWS), mobile and wireless communication facilities etc.

4. Upto 1985 CD preparedness mostly restricted against threat of conventional weapons.In 1985, the revision of the list of categorized towns taken up and preparedness against nuclear threat included to a limited extent.Extent of operation Actual combat for affording protection to any person, place or thing in India against hostile attack (air, land & sea) and the preparedness measures thereof.Aim: Saving lives, minimizing damages to property, ensuring hurdle free production and maintaining the high morale of the people.

5. Paradigm shift in Civil Defence Scope of CD activities expanded to measures against both man-made and natural disasters including hostile attack, warfare, earthquakes, cyclones, floods, avalanches, fire, gas tragedies, boat capsizing etc. Apart from the already defined duties of the Civil Defence Wardens (who work as a bridge between the public and administration) the roles can be added as:1. Public awareness.2. Capacity building and Training in Community Based Disaster Preparedness.3. CD volunteers to serve as guides during emergencies.

6. Civil Defence: Achievements1. Seismically whole state vulnerable to disasters except cyclone and Tsunami (Kashmir in Seismic Zone V & Jammu in Seismic Zone IV). The CD Organization created awareness in the community in both the regions for safety to earthquake. The volunteers are trained in search, relief, first aid, MFR(Med.first responder) & CSSR (Collapsed Structure Search & Rescue).2. 13 districts as multi hazard districts and are being operationalized by imparting training at District, Sub- Division & Block level.3. 2 towns (Jammu & Udhampur) selected under Pilot Project.160 volunteers were trained and are working in these districts under the scheme.4. The volunteers are trained under the pilot project for community policing as well as internal security for performing their duties at Jammu as well as at Udhampur.5. Around 4600 new volunteers enrolled in the year 2010-11.6. Target fixed for the current year.

7. 7. Partnership for activities related to Search & Rescue, Fire Fighting, First Aid, Awareness Generation.8. CD is jointly working with- Administrative Training Institute of the State (J&K IMPA).- Divisional Administration.- Red Cross Society.- Fire & Emergency Services- Education Department.- Central Govt. agencies including NDMA, NDRF, NCDC etc.

8. One of the Major Achievements (this year)- CD organized a Two days State level workshop on ‘Disaster Preparedness and Mitigation’ (Role of Civil Defence and other organizations) at SKICC on July 15-16, 2011.- 163 participants.- Participants from Govt., NGOs, Civil Defence, Police & Civil Administration including School teachers, Army, BSF, CRPF, BRO, NDRF, NDMA etc.- Inaugurated by Hon’ble MoS, Home (J&K).- Concluded by Chief Secretary (J&K).- Director General of Police J&K present on both the functions.- Considered by the observers as one of the most successful conferences organized on the subject.

SOME RECENT ACHIEVEMENTS- No. of CD Training Camps organized = 52- No. of CD volunteers trained = 4600- No. of NCC/NSS cadets trained = 111- Awareness camps organized = 232- Mock exercises conducted = 14- Rescue operations conducted = 54- CD demonstration = 62- Volunteers trained under Pilot Project = 160- CD Volunteers/Wardens/Personnel deputed to NCDC Nagpur for various CD Training Courses = 55

10. SOME LANDMARKS OF OUR CIVIL DEFENCE- Introduction of Mobile Service among stakeholders under VPN(Virtual Private Network)/CUG(close user group) scheme – to be expanded after seeing its success.- 311 Kanals of land identified at KotBhalwal Jammu for CD Training Institute (Partial payment made to Jammu Development Authority).- 40 Kanals of land identified in Budgam (Kashmir) for CTI cum Disaster Management School.- Request has been made to Govt. of J&K to allot 5 kanals of land at each district headquarter for establishment of office of Dy. Controller CD, Staff room, Store room, Wireless cabin and Multipurpose Hall.

11. Formed two QRTs at Regional CD Control Room at Srinagar and Jammu supplemented with two CD Ambulances with First aid and Rescue equipment facility.- Established the Drug De-addiction Centre at Baramulla.- Motivating the general public to join Civil Defence to serve the community on voluntary basis.- Motivating the misguided youth to become CD volunteers, enter in the mainstream and lead a respectable life. (very successful in Sopore: Once the hub of militancy)- Annual Civil Defence Conference a regular activity

12. Expectations from the Centre (GOI)- Generous funding for procuring the land and construction of the CD Training Institute, the CTI and other district offices.- Funding for procuring the latest equipments related to, Early Warning, Communication, Search and Rescue, Tentage, Ambulances,vehicles etc.- Enhancement of duty allowance/training allowance to CD volunteers from a meagre Rs. 31/- per day to Rs. 200/- per day.- Adequate funding for Human Resource Development/ Capacity Building, Organizing Training Camps, Demonstrations, Awareness Camps, Competitions/ Quiz shows/Exhibition and also for programmes like run for peace and communal harmony. - Request for allotment of funds for purchase of POL for CD vehicles as present allotment made by State Government is not sufficient to meet the requirements.-

13. - Funds for procuring electronic Early Warning Systems in all the 13 multi-hazardous districts in the State. The cost of Early Warning System is Rs.2.50 crores approximately for cities of Jammu & Srinagar. - Allotment of additional funds for establishment of infrastructure for operationalization of 13 multi-hazardous districts in J&K State. Present allotment of Rs.10.00 lacs each for districts of Anantnag, Jammu,Kupwara, Leh, Poonch Rajouri and Srinagar and Rs.14.00 lacs for districts of Budgam, Baramulla, Doda, Kargil, Pulwama and Udhampur which is too meager. - More seats to be allotted to J&K State in Central Training Centres at Nagpur & Bangalore as at present only few seats are allotted.

14. - Allotment of funds for procurement of rescue boats for Water QRTs at Dal Lake and at Doda. - Six medium rescue vehicles have been recently procurred/fabricated which are to be utilized for effective quick response to any disaster situation. There are 22 districts in J&K State, thus we require 16 such vehicles. In the second phase we have proposed to procure atleast six more rescue vehicles which costs about Rs.35.00 to Rs.40.00 lacs each. Thus an amount of Rs.240.00 lacs may be released to procure six more rescue vehicles.
