GILGIT-BALTISTAN EMPOWERMENT AND SELF GOVERNANCE ORDER 2009 • Quantum jump provided to people of Gilgit-Baltistan for socio political and economic development through Self Governance order 2009 • New political and administrative setup is established which is headed by the Governor and Chief Minister/Cabinet and elected representatives of GB Legislative Assembly • Institutions of independent Judiciary, Election Commissioner Accountant General, Public Service Commission are established

  6. ATTA ABAD DISASTER • 5 Villages submerged • 25 Kms of KKH completely submerged • Formation of 25 km long lake • Isolation of over 50,000 population and colossal economic loss due to closure of Trade Route with China • Rs. 515 million being spent on relief and rehabilitation activities

IMPACT OF FLOODS 2010 • 188 persons died, 347 villages affected and 3013 houses damaged • Complete power breakdown for over one month in Gilgit-Baltistan • Road & Bridges damaged Estimated loss: Rs. 1.5 billion • Power stations & water channels damaged Rs. 790 M • Crop & agriculture land damages Rs. 200 M • Education and Health Facilities damaged Rs. 230 M Source: GBDMA floods damages survey report

DISASTER MANAGEMENT-RESPONSE • Rs.60 million disbursement under WATAN card scheme • Link roads to valleys have been restored costing Rs. 500 M • Temporary bridges installed costing Rs. 300 M • 50% of power generating units have been restored costing Rs. 200 M This amount stands as liability payable by GB Government

MAJOR CHALLENGES • Early drainage of water from Atta Abad Lake and restoration of KKH • Enhancing the transformative role of the farm sector and strengthening of forest management resources. • Build Institutional capacity of GBA and GBLA enabling to play their role as envisaged in the Empowerment and Self Governance Order 2009 • Urgent release of funds for rehabilitation and economic recovery of flood affected areas/infrastructure • Investment/Funding for small and medium hydro power projects in GB • Socio economic and cultural impact of Mega Dams
