JTC Broadcast • The EBU/ETSI JTC Broadcast was established in 1990 to co-ordinate the drafting of standards in the specific field of broadcasting and related fields. • Since 1995 the JTC Broadcast became a tripartite body by including in the Memorandum of Understanding also CENELEC, which is responsible for the standardization of radio and television receivers. • The European Broadcasting Union (EBU) is a professional association of broadcasting organizations whose work includes the co-ordination of its members' activities in the technical, legal, programme-making and programme-exchange domains. The European Broadcasting Union (EBU) has active members in about 60 countries in the European broadcasting area;
BROADCAST SUMMARY • The committee assesses the work performed within e.g. DVB, WorldDAB and is responsible for broadcast systems (emission-reception combination) for television, radio, data and other services via satellite, cable and terrestrial transmitters. CENELEC is responsible for the standardization of radio and television receivers (TC 203, 206, 209). • Technical activities • Digital Video Broadcasting (DVB) and Multimedia Home Platform (MHP) • Digital Audio Broadcasting (DAB) • Analogue TV: Programme Delivery Control (PDC), Wide-Screen Signaling (WSS), Electronic Programme Guide (EPG), Teletext, NICAM, PAL/SECAM ghosting • Analogue RADIO: DAta Radio Channel (DARC) and VHF FM Sound Broadcasting Transmitters • Audio/Video Coding: ETSI has published guidelines on the use of compression formats. Amongst other things, these make more viable the implementation of HDTV services over DVB by the inclusion of the high performance compression in MPEG-4 part 10. • DVB-H (Handheld DVB) is an optimisation of the terrestrial DVB-T standard to allow broadcasting to handheld devices. The modifications include optimisations for battery management and for the speed of movement of the receiver
Digital Video Broadcasting (DVB) • The work of ETSI falls into two parts: system specifications and standards to assist equipment to be placed on the market in line with European legislation (Harmonized Standards). • DVB System Specifications • The Digital Video Broadcasting Project (DVB) is an industry-led consortium of over 260 broadcasters, manufacturers, network operators, software developers, regulatory bodies and others in over 35 countries committed to designing global standards for the global delivery of digital television and data services. Services using DVB standards are available on every continent. • ETSI standards for DVB system specifications are developed in the EBU/CENELEC/ETSI Joint Technical Committee Broadcast, based on proposals from the DVB Project.
DVB Return Channel by Satellite (RCS) • EN 301 790 - Interaction channel for satellite distribution systems • The document forms the specification for the provision of the interaction channel for GEO satellite interactive networks with fixed Return Channel Satellite Terminals (RCST). • The document facilitates the use of RCSTs for individual or collective installation in a domestic environment. It also supports the connection of such terminals with in-house data networks. • The revision accomplished in 2002 provides the means to extend the applicability of the standard to regenerative satellite systems. This revision also allows for reduction in terminal costs without significantly impacting the performance. • The revision accomplished in 2004 integrates the DVB-S2 standard for forward link transmission. DVB-S2 is the second generation standard for satellite transmission, which provides higher power and bandwidth efficiency as well as adaptive coding and modulation.
TR 101 790 - Guidelines for the use of EN 301 790 • The document gives guidelines for the implementation of Digital Video Broadcasting (DVB) interaction channel for Satellite Distribution System (also known as DVB-RCS: DVB Return Channel via Satellite). • The document describes the DVB-RCS specification for geostationary satellite interactive system. It draws attention to the technical questions that need to be answered in setting up a DVB-RCS network and offers some guidance in finding answers to them. • It provides some examples of implementation details and details about Return Channel Satellite Terminal (RCST) Implementation guidelines.
Standardization in the Satellite field Theroleof ETSI / TC-SES
Terms of reference for ETSI/TC SES • General task • the “Home” in ETSI for Satellite Earth Stations and Systems standardization. • The scope can include: • All types of satellite communication services and applications (including mobile and broadcasting), • All types of earth stations and earth station equipment, especially the radio frequency interfaces and network and/or user interfaces, • Protocols implemented in earth stations and satellite systems.

Working Group on Geo Mobile RadioGMR • Geo-Mobile Radio (GMR) is a satellite-based extension of the GSM terrestrial cellular standard • This WG produces air interface specifications to support mobile satellite service via geostationary satellites at L or S bands • GMR uses the standard GSM core network but the air interface is modified for the satellite path • GMR specifications include both circuit mode and packet mode services
Working Group S-UMTS/IMT2000 S-UMTS • This WG is responsible for standards in the field of the satellite component of UMTS and IMT 2000 • The Objective of ETSI activities in this field is to ensure the seamless integration of satellite component of UMTS/IMT-2000 enabling the satellite access network to directly inter-work with other UMTS networks. • It studies compatibility of services defined for the terrestrial component with S-UMTS/IMT-2000 including, and it promotes adoption of specific satellite services as applicable.
Working Group Satellite Digital Radio SDR • SDR: Satellite broadcast to fixed and mobile receivers, mainly for audio, with or without terrestrial repeater network • Objective: Creation of a Technical Specification for the radio interface of SDR broadcast receivers
Working Group on Broadband Satellite Multimedia (WG-BSM) • To produce specifications, standards and other ETSI deliverables for broadband satellite multimedia. For example: • Definition of satellite system architectures supporting broadband services • Service requirements and descriptions for broadband communications systems • Definition of network architectures and interface protocols leading to air interface standards and user terminal specifications. • To produce specifications that promote interoperability between satellite networks and other networks • To promote adequate representation of BSM specific issues in other technical fora

BSM Architecture • The BSM architecture divides the air interface into 2 parts: • Satellite independent upper layers • Satellite dependent lower layers • The upper layers contain a set of common BSM defined IP interworking functions: • Define Satellite Independent Adaptation Functions (SIAF) • Common ways of handling Quality of Service (QoS); Addressing; Multicast and Security etc. • Satellite Independent Service Access Point (SI-SAP) defined as the interface between the upper and lower layers • An abstract functional interface • Applicable to all satellite networks • The lower layers contain the satellite specific functions. • The lower layers are closely tied to the payload capability of the satellite and hence cannot be the same in all cases. • The SI-SAP supports multiple air interface families.

Preparation of the C2P standard(Connection Control Protocol) • Mesh networks requires enhancement of the control plane of the DVB-RCS systems • The task to develop two C2P-standards is taken on by ETSI TC SES Work Group BSM Broadband Satellite Multimedia (ETSI WG BSM) • One C2P standard specifically for DVB-RCS, in close co-operation with TIA, and in liaison with DVB • One generic C2P standard for broadband satellite multimedia systems
