UK GROUPLondon: Actions and Evaluations
Introduction Main Themes; • Governance; • Housing; and • Transport
Our Recommendations • Actions for Governance • Integrated cross-border working • National Spatial Plan • Edge of London Commission; • Duty to co-operate • Addressing Power Balance; • Elected Councillor Training
Our Recommendations • Governance – Scenario London 2022 • INTERGRATED CROSS BORDER WORKING • “Using the National Spatial Plan for England, the Edge of London Commission encourages dialogue between boroughs on the edge of the City-Region to create an integrated approach to economic centres, waste and energy strategies… etc. An integrated approach strikes a balance between competition and co-operation.” • “Authorities are collaborating and demonstrate how they are doing so through submitting a Statement of Co-operation as part of the evidence base with new planning policy documents.”
Our Recommendations • Governance – Scenario London 2022 • ADDRESSING POWER BALANCE • “New Impartial Planning Specialists (Regional Planning Inspectorate) responsible for a London sub-region (5 sub-regions suggested: NE, NW, SE, SW and Central London) provide an extra tier of analysis / intervention where there is a tension between decisions being made locally and signed off regionally.”Currently this only exists at the National level – known as the Planning Inspectorate (PINS).
Our Recommendations • Governance – Scenario London 2022 • ELECTED COUNCILLOR TRAINING • “Local authority members, sitting on local planning committees all hold a “Certificate of UK Planning”, demonstrating that they have an understanding of the principles of town planning and the processes of the UK planning system.”
Our Recommendations • Actions for Housing • Housing Delivery Zones • Local Authorities to Act as Developers
Our Recommendations • Housing - Scenario London 2022 • HOUSING DELIVERY ZONE • “Areas, especially those across one or more planning authority, bid to become housing delivery zones. They benefit from relaxed building controls and additional financing to kick-start development”
Our Recommendations • Housing - Scenario London 2022 • LOCAL AUTHORITIES TO ACT AS DEVELOPERS • “The planning system continues to ensure private developers deliver affordable housing. Using their increased economic powers local authorities are working alongside private developers to redevelop assets and develop affordable housing on their land”
Our Recommendations • Actions for Transport • Continue to use money from private development to fund public transport • Develop Outer London inter modal interchanges
Our Recommendations • Transport- Scenario London 2022 • CONTINUE TO USE MONEY FROM PRIVATE DEVELOPMENT TO FUND PUBLIC TRANSPORT • “Crossrail 1, the largest infrastructure project in Europe is complete, the Government have continued to raise funds for the new Crossrail 2 line through continuing the Community Infrastructure Levy. This is being explored nationally to help fund high speed rail to the rest of the country."
Our Recommendations • Transport- Scenario London 2022 • DEVELOP OUTER LONDON MULTIMODAL INTERCHANGES • “High Speed 2 is being developed, providing a new international rail station in West London, interconnecting with Crossrail 1 and the extended London Overground Network."
