REMEMBER !!! • A discrepancy means an AToN is not doing what it is supposed to, or isn’t where it should be. • ANYAuxiliarist can report ANY discrepancy ! • Doesn’t need to be AV qualified • Doesn’t need to be crew qualified • Doesn’t need to be on patrol • Doesn’t need to be on the water • Does need to report the discrepancy promptly ! • Can receive AUXDATA credit for discrepancies

  3. REPORT DISCREPANCIES PROMPTLY ! • ANYTHING lighted is “critical.” • Critical reported by VHF or landline • Buoys are less critical. • The cutters want to know so they can make command decisions. • The COE charts are ALWAYS wrong. • Use your local knowledge and common sense reporting buoys.

  4. MORE ON BUOYS • Buoys in the Light List may be considered “critical.” They often mark obstructions. • Bouys are placed for radar “signature” at bridge piers. Here the COE charts are helpful. • Not a buoy at EVERY bridge pier. • “Off station” Use common sense. If it is obvious report it: on shore, etc. • “Not watching properly.” Sinking, damaged, etc. • High river stage; “submarining.”

PROFESSIONAL ! • The better we follow radio discipline, the more professional we will sound and the more credibility we will earn. • Practice radio discipline skills as part of Member Training. • When on the radio, the Auxiliary is “on stage.” • The “public” is listening! • We can sound Coast Guard “professional,” or Mickey Mouse “cheesy.”

  17. REPORTING DISCREPANCIES • REPORT ALL DISCREPANCIES TO GROUP OHIO VALLEY ! • USE RADIO OR LANDLINE • GROUP WILL DECIDE IMPORTANCE • RADIO LOG IS LEGAL DOCUMENT • UPDATES FROM CUTTERS ON BUOY AND DAYMARK CHANGES • REFER TO LNM OFTEN FOR CHANGES

  18. “Paperless” CG 5474 • Report only necessary data via e-mail. CC: SO-AN, ADSO-AN, DSO-AN. Why? Let me tell you. • SO-AN tracks division progress. Reports to DCP. Coordinates assets for efficient performance. Keeps membership informed of changes and updates. • ADSO-AN tracks AOR progress. Reports to DSO-AN. Coordinates assets for efficient performance. Keeps divisions informed of changes and updates. • DSO-AN tracks district progress toward assigned goals. Reports to VCO, D8 (oan), National Staff. Fields problems and concerns for action. Keeps ADSOs, Sos, and DCPs informed of changes, updates and progress.

  19. REPORTING AToN ACTIVITY ON ANSC-7030 • www.cgaux.org • Member’s Page, then Forms • 7030 in RED • Click “individual.” • Choose mission 30, 31, 32 • Only individual can get credit • Non-Avs can only report discrepancies. • Print out or e-mail • SO-IS enters data

  20. AToN MISSION REPORTING • Use ANSC 7030 (2-03) ACTIVITY REPORT-MISSION • www.cgaux.org • “Forms” Scroll down to 7030 • Check “Unit/Individual” • Access mission drop down menu. Click on the arrow head. • Select 30, 31, 32. Federal, Private, Bridge • Enter appropriate values • Submit as per division policy

DON’T FORGET OL’ 7029 • The only way you get credit for travel and preparation time. • Form no longer limited to less than 99 hours. • Should be submitted monthly. • “Only” 77,000 hours reported in CY02 • This time counts for $$$$$$ • Same procedures accessing www.cgaux.org • Track using AUXDATA or AUXINFO

  22. CLEAR AS MUD, RIGHT? • You’ll need to practice. You’ll make mistakes as we all do. • Once you’re familiar with the process, it’s pretty easy. • Even w/o a computer, it’s still easier than it used to be - a lot less “filling in the blanks” over and over. • Eventually, you’ll be able to input data directly.

CG 5474 • Cutters need input to plan repairs • 5474 needed to describe the problem more than just “Aid discrepant” • Explain with an eye to repair supplies and equipment • Not needed for “watching properly” • Pre-mission sweeps of AToNs requested • BE SPECIFIC when describing discrepancies; “Light on downstream cell extinguished”

  24. ‘TO REVIEW” • Discrepancies MUST, MUST, MUST be reported to GRUOHV expeditiously (PDQ). • AUXDATA makes AToN data recovery EASIER. • You can track your own data in AUXDATA or AUXINFO • Entry into AUXDATA makes it “official.” • DIRAUX tracks quals for AVs. • DSO tracks data for National report. • Website will have graphics for comparison.

  25. REPORTING PAToNs • DISCREPANCIES AND VERIFICATIONS are reported. • Electronically using the MS Excel master form from D8 HQ. Fill in the appropriate fields. • If MS Excel doesn’t work. Use a paper copy. Note the data in any format. Don’t print out a new sheet for every report. • In e-mail format, LL Number of PAToN, who did and when, discrepant or verified.

  26. USCGAUX/NOSCOOPERATIVE CHARTINGPROGRAM • Uses NOAA Form 77-5 • Can’t be “double-dipped” • Only one Auxiliarist gets credit • Report must eventually get to DSO-AN 8ER • DSO-AN will forward copies to USACE

NOAA 77-5 • Read instructions • Ignore numbers 2 and 3 under “USE OF THIS FORM” • Under “SUGGESTED ITEMS TO REPORT,” pay especial attention to numbers 5 and 6. • Pertaining to number 6, report elctronically to SO-I. Then fill out 77-5 and forward to DSO-AN • Don’t expect to see changes in USACE charts for some time

BRIDGE NOTES • No matter how many lights are discrepant, each bridge counts for only ONE (1) discrepancy report to AUXMIS. • Bridge discrepancies do NOT have to done under orders (or from a vessel, for that matter). • Extinguished lights are considered “critical” and must be reported ASAP. • Check back to see if bridge is “watching properly.”

PATONS • Working closely with DSO-OP, DSO-AN, ADSO-Ans, BMC Gibson, and local cutters • At the present, the list of Class I PAToNs is not published (Use CY02 list for now) • Guidelines state the Class I PAToNs are to be verified prior to 31DEC03 • Normally, summer is best time for verification

PATONS • GOHV needs to know results of verification • The flow chart is: - submit spread sheet or CG-5474 to FSO-AN - FSO-AN will submit to SO-AN - SO-AN will submit to ADSO-AN - ADSO-AN will notify DSO-AN, BMC Gibson, and local cutter - DSO-AN will notify D8 (oan) • AUX has become major player • Proper light characteristics MUST be verified • Night time (evening) patrols are required

PATONS • GOHV will designate specific patrols for night time verification • Aids will assigned to specific DIVISIONS • Not all coxswains are AVs and vice versa • DSO-OP and DSO-AN need to ensure qualified personnel are assigned to verification patrols • CG 5474 or Excel spreadsheet will be sent to cutter so information can be entered into ATONIS. • Discrepancy reports need to be specific!

  33. DISCREPANT PAToNS • Report to GOHV watchstander by phone, e-mail, or fax. • Required information: • Light List Number • Date/time discrepancy was noted. • Reason aid is discrepant (BE SPECIFIC!) • Discrepancy location • Name, address, phone number of reporter

NIGHT PATROLS • Night patrols need to planned in advance • Authority to operate at night comes from Commander (GOHV) in advance • Coxswains shall work through flotillas and division to obtain permission • SO-Ops can fax or e-mail Group Operations Officer at mchadwick@gruohiovalley.uscg.mil for approval • Verification may also be performed during evening multi-mission patrols

  35. PAToN GAME PLAN • Do the “everyday” PAToNs first. Those on your assigned AOR. • Insure adequate crew to safely perform the mission • Remember the “Five P Plan;”Prior Planning Prevents Poor Performance” PLAN! • Go one direction during daylight to identify and locate PAToNs. • Return the opposite direction after dark to verify light characteristics
