  1. Development/Global education strategies and their implementation in EU member states

  2. Development education is an active learning process, founded on values of solidarity, equality, inclusion and co-operation. It enables people to move from basic awareness of international development priorities and sustainable human development, through understanding of the cause and effects of global issues to personal involvement and informed actions. Development education fosters the full participation of all citizens in world-wide poverty eradication, and the fight against exclusion. It seeks to influence more just and sustainable economic, social, environmental, human rights based national and international policies.

  5. DE strategy: Why and who? Development Education is not only part of formal and informal education; is not only NGDOs, MFA and MoE; is not only to get public to support ODA. DE is (or should be) a core value. DE should engage all groups of society. DE shows interconnections between World inhabitants.

  6. The last 3 years indicate increases in: Planning or the launch of a national DE/GE strategy in 16 countries. DE/GE taken into consideration in the definition of new education policies and strategies for delivering the curriculum. Substantial role of MFAin acceptance, recognition and promotion of DE/GE themes and goals. Conversely, Ministries of Education in majority of EU countries are still reluctant to establish consistent, co-funded/resourced and collaborative support mechanisms for improving the quality of ‘global learning’ at all levels of state education.

  7. Ireland - national strategy on DE which runs until 2012 Netherlands- National Strategy for DE was adopted several years ago. England - the National Strategy is indicated in a Global Dimension in (and across) the school curriculum. Portugal- since 2009 elaboration of a DE National Strategy (IPAD, MFA, MoE, NGDOs) Czech Republic- cooperation between the NGOs platform, FORS, and the MoE started thanks to a Global Education Peer Review process. Hungary - recommendations for a national strategy have been made by the Global Education working group of HAND. Estonia- the formation of a national strategy is in the process.

  9. Lithuania - National Strategy for Sustainable Development is based on guidelines for the long-term development of the country. Scotland- National strategy for Sustainable Development includes education. Slovenia - MoE has published a white paper : Guidelines for Rearing and Education for Sustainable Development from kindergarten up to university level. France Sustainable Development Education has increased its influence in Education forums and media.

  10. Belgium - DE is formally recognised by the Development Cooperation Ministry, within the auspices of MFA at the federal level. Luxembourg- no national strategy as yet, but the respective Ministries are aiming to achieve one. Northern Ireland- both British and Irish governments have DE strategy plans. Denmark - Government formally recognises the importance of an international dimension in education, though not referring to it as DE. Greek - DE is not officially recognised, but it is supported to be delivered in schools. Malta - Overseas Development Policy issued by the MFA in 2007 has DE elements. Italy- MoU was in a process before the change of government.

  11. Slovakia - no national strategy. Lack of “clear common understanding of GE/DE amongst NGOs”. Romanian- no DE strategy yet. Cyprus - no national strategy.
