History of breeders organizations The new era for modern animal breeding in Hungary has started after the political changes. At the beginning of 1990’s the main principles in breeding strategy were the follows: • establish Breeding Organizations • complete the legislation in animal breeding • develop a modern information system • establish an Animal Breeding Fund • Harmonization to EU law In1993Animal Breeding Act is published.
Animal Breeding Act - 1993 • Based on the german law on Animal Breeding • The scope of the law are all domestic species and all the activities that increase the breeding and economic value of animals. • Was based on 3 posts, since 2004. on 4. 1. Ministry of Agriculture and Rural Development • Long term strategie, law, international coordination 2. Breeders Associations • Breeding organization 3. National Authority • Controll, certifie, audit • Performance testing, or certificate of testing 4. Agricultural and Rural Development Agency • Subsidies, and payment
Role of the breeders organizations • The Heerdbook • Maintain the breeding program • Progeny testing • Not all of the Breeding Organizations (Herdbook organizations) are able to run a performance testing organization, thus outsourcing this activity to a State owned company, with a Central Laboratory. • Preparation the Export Certificates and Pedigree Certificates. • Organizing several livestock exhibitions, progeny group shows, auctions. • Co-ordination of domestic- and International parallel progeny-test programs. (cattle)
Role of the breeders organizations • Organize programs for young breeders. • Publishing special professional publications, etc. (Stud Books) • Improving the animal breeding culture, moral appreciation of the breeders’ work. • All of the Herdbook Associations are non-profit Civil Organizations based on democratic features. Everyone can be a member if accepts the Constitution of the Association.
Role of the breeders organizations • Data collection and processing • The basic performance, breeding and pedigree data is coming from independent parties e.g. National Performance Testing Ltd. • Breeding values estimation: • The MgSzH – national authority- is running the Central Database and estimating the breeding values with high level of competence. They are responsible for I+R, breeding value estimation and for checking the Herdbook Organization’s, AI Companies’ activity.
Subsidies and funds • Member fees + subsidies: • Until 2007 Animal Breeding Fund : • The breeders paid 0,5% - 2% from sold product as tax. The government allocated the resources directly to the breeding organizations • From 2008 the subsidy is part of the ministries budget, the breeders are not paying in. In the last 2 years 780 million Ft per year (but never a guarantee)

Role of HABA • Represent animal breeders at national and international level • Ellaboration short and long term strategies for the Hungarian government and for the EU commision. • Partipicate activly in legislation making at national and EU Level. • Inform member organizations and breeders (Animal Breeders Newsletter, www.allattenyesztok.hu) • Organizing livestock exhibitions

Europian Federation of Animal Science • The HABA is a full member of the EAAP • EAAP represents the professional interests of scientists, academics, professionals and producers, technicians, extension officers, government departments and farmer organisations. • The main aims of EAAP are to promote, by means of active co-operation between its members and other relevant international and national organisations, the advancement of scientific research, sustainable development and systems of production; experimentation, application and extension; to improve the technical and economic conditions of the livestock sector; to promote the welfare of farm animals and the conservation of the rural environment; to control and optimise the use of natural resources in general and animal genetic resources in particular; to encourage the involvement of young scientists and technicians.
Livestock exhibitions Organizer: The HABA and the Breeders organiastions • 4 livestock exhibitions around Hungary • Hódmezővásárhely (one of the biggest in Middle-East Europe) • Szentlőrinc (hungarian domestic races) • Debrecen • Kaposvár • The OMÉK in every 5 year is the biggest show in Hungary (the 74. was in 2005.)
