eGovernment • Trends • Infrastructure to services to applications. • Towards governance. • Government for all. • Reshaping the public sector. • Opportunities (and challenges) • Efficiency and effectiveness • Enhancing innovation • Engagement on a large scale
Routes to eGovernment • Four steps: Vision Strategy Implementation Monitoring
The European example Caveat: each region has specificities • EU experience influenced by: nature of the EU political conditions institutional environment socio-cultural issues infrastructure
A European vision • The Internet, and other information networks, have played a central role in the European agendas for the public sector since 1979... • but the role has often been technologically, and not politically determined, leading to problems in implementation.
Vision 1.0: eEurope 2002 • Bringing every citizen, home and school, every business and administration online. • Creating a digitally literate Europe, supported by an entrepreneurial culture. • Ensuring that the whole process is socially inclusive, builds consumer trust and strengthens social cohesion.
Vision 1.1: eEurope 2005 Cheaper Faster More secure Internet
Vision 1.9: eGov Action Plan • Leaving no citizen behind. • Making efficiency and effectiveness a reality. • Implementing high-impact key services for citizens and businesses. • Putting key enablers in place. • Strengthening participation and democratic decision making.
Vision 2.0: eGov Declaration • User-centric eGovernment services. • Seamless eGovernmentservices. • Efficiency and effectiveness is enabled. • Implementation is made possible by appropriate key enablers and legal and technical preconditions.
Adapting to change • Vision and strategy development is: Building technologies Redesigning processes Changing mindsets
Building for change • Implementation of policy, strategy • Institution and infrastructure building • Training in: • Technologies • Processes • Mindsets • User focus • Government employees are users too
Monitoring change • Monitoring of developments • Benchmarks • Clear objectives • Gathering feedback • Good practice frameworks • Knowledge portals / platforms • Sharing experience • Learning from others
Recommendations • “eGovernment is not about technology” • Prepare for fundamental changes • Vision and strategy for implementation. • Invest in skills, not only technology • Training is crucial. • Share knowledge across borders. • Feedback and monitoring are vital • Global frameworks facilitate and encourage.
