The goals or outcomes have been achieved • MoU with the Save the Children and World Vision on joint advocacy campaign for education rights of children with disabilities • Amendments to the Draft Education Law on equal educational opportunities for children with disabilities • Development of Inclusive Education Law • Inclusive Education friendly Regulations under Special Education Law • Extension of the National Action Plan on Inclusive Education
The goals or outcomes have been achieved • Started construction of public kindergartens • Increased public discussion on necessity of full access to Early Childhood Education • Updating National Human Rights Action Plan with educational rights of children with disabilities • Participation in the preparation of the Shadow National Report on Child Rights to UN • Updating Public School Construction Guidelines with Disable Accessibility Standards • Textbook evaluation criteria: updated with social inclusion principle and equal opportunities for diverse learners (10 score points out of 100) • Advocacy actions by parents’ associations during public hearings in the Parliament
Strategies used to reach project goals • Inclusive school visits and Meetings with the members of Education Commission at the Parliament • Meetings with Mass Media reps • 5 articles, 2 radio talks and 1 TV talk: on inclusive education, innovative approaches to education of children with disabilities, importance of mainstreaming those children, importance of Early Childhood education, against privatization of public kindergartens, need for reform of social services and etc. • Training for senior officers of the Baku city education department • Round table discussion with Child Protection Network and NGO Alliance on Child Rights • Analysis and revision of the legislation with partners
Target group • Legislators representing Parliament Commission on social issues and Parliament Commission on Education and Science (10 people, Baku) • Representatives of the Ministry of Education, Ministry of Labor and Social Protection, Ministry of Finances, State Committee on Family, Woman and Child Issues (30 people, Baku) • Mass Media representatives (15 people, Baku) • Representatives of the NGOs active in the area of child rights and education (30 people, Baku) • Parents (the most active among those who are involved in the various CIE projects)(10 people, Baku)
The steps used to carry out the project and the timeline • Preparatory Stage: • Selection of the best international policy and research papers indicating importance of project main concerns • Translation of the selected materials • Implementation Stage: • Preparation of the presentations, training, information and other project materials • Meetings with target groups to present them the main message related to the educational rights of children with disabilities and young children • Implementation of the project activities • Reporting Stage: • Final Press-Conference and Reporting (August,-September, 2008)
