3. Program History • Created in 1930. • Incorporated in to the Federal Lands Highway Program on January 6, 1983. • It became part of the Public Lands Highway category on December 19, 1991.

4. Funding • Levels • FY 2004 $84 million • FY 2005 $88 million • FY 2006 $95 million • FY 2007 $95 million • FY 2008 $99 million • FY 2009 $102 million

5. Funding (cont.) • Funding is provided for: • the planning, design, construction, reconstruction, or improvement of roads and bridges • that are: • within or adjacent to, or provide access to unappropriated or unreserved public lands, nontaxable Indian lands, or other Federal reservations.

6. Eligibility • Design, construction or improvements for designated: • Public roads • Bridges • Parking lots • Roadside rest areas • Bicycle trails, pedestrian trails and walkways

7. Eligibility (cont.) • Transportation planning • Transit facilities • Other eligible projects authorized in Title 23. • Non-Federal match for Title 23 funds.

8. Program Administration • Administered by the Federal Highway Administration. • Historically: • 25% goes to the Federal Lands Highway Divisions. • 15% goes to the Federal Land Management Agencies. • 60% goes to the State transportation agencies.

9. Project Selection • Projects are selected based on applications submitted by the State transportation agencies. • In recent years, this program has been 100% earmarked, so only applications for earmarked projects are accepted.
