West-wide Resource Assessment Team-- • WRAT: Ad hoc working group within CREPC • Participants from technical staff of 7 states (CA ID WA MT OR UT WY NV) plus NWPPC • 16 current members; two subgroups • Represents majority of WI--geographically and in electrical loads • Any CREPC member may volunteer Western Electricity Assessment

  4. WRAT-Impetus for Formation • Continuing uncertainty re resources • RTOs seek consistency in regional analyses • FERC directive to SSG-WI to address western planning and seams issues • Credible argument to FERC that the West is functioning on its own Western Electricity Assessment

Key Recommendations-- WRAT Jan. ‘03 Report • Creation of an improved data collection and review process • Completion of a near-term assessment • Support for improvements to WECC and SSG-WI planning • Institutionalization of a robust annual west-wide assessment process. Public Interest: Perspectives and Approach • Robust comprehensive annual analyses • Transparency in all aspects of analysis • Integration of generation and transmission planning methods • Encouragement of multiple methodologies where appropriate • Support for multiple entities asking related questions, using common data base Western Electricity Assessment
