  2. Purpose of State Visit • The Department of Transportation, Communication, and Infrastructure (DTC&I) conducted visits to the three States of Yap, Chuuk, and Kosrae from July 28, 2009 to August 7, 2009. • Prior to the briefing on telecommunications related issues, a survey that was designed to solicit views of State Leaders on telecommunication issues was distributed, • All participants attending the briefings completed the survey. • The survey was not available for the meeting with Pohnpei State in June.

  3. Survey • The Participants from the State Governments included: • Governors, Lieutenant Governors and Staff • Legislative Leaders and Members • The General Managers for the FSMTC and Two Board Members Yap and Kosrae State • The following are the results of the survey

Summary – FSMTC Service Quality • 87% of the All State Leaders were not content with the services of the FSMTC • 82% did not feel that the FSMTC responded to problems quickly • 100% felt that telecommunication services in Guam were better than the FSM • The overall performance of the FSMTC was graded as a 2.28 vs. the grade for Guam at 3.79. • The grade scale was: 5 = Excellent; 4 = Very Good; 3 = OK; 2 = Poor; and 1 = Horrible

  44. Summary – FSMTC Service Quality • 78% felt that the FSMTC employees were paid too high • 72% felt that they would “pay a little more for telephone services if it were better”

Summary – Submarine Fiber Optics Cable • State Leaders (84%) believed that SFOC cable would be coming to their islands “soon: (Q4). • At the same time, there was general consensus (73%) that the FSMTC was not helping Yap to obtain SFOC capacity (Q11). • The All State Leaders were almost unanimous that the submarine fiber optics cable landing in Pohnpei will not immensely benefit their states (Q20). • Many leaders during the discussion expressed concern over the disproportional benefits and costs for the SFOC

Summary - Competition • On the question of whether the FSM should continue the monopoly of telecommunication services … • The State Leaders were almost unanimous (94%) that the Federated States of Micronesia should not continue monopoly telecommunication services (Q10). Only 1 Leader disagreed. • The question was asked again in another form: “Other telecommunication companies should be able to operate in the FSM.” • The clear consensus (89%) agreed that other companies should be permitted to operate in FSM (Q17). Only 2 Leaders disagreed.

Soliciting Your Comments The following are also under consideration: • Submarine Fiber Optics Surcharge • Establishment of a Submarine Fiber Optics Cable (SFOC) Corporation as a public corporation to manage the use of the submarine fiber optics cable • Privatization and Liberalization • Privatization of FSMTC with a 3-year period of exclusivity • Regulatory authority established • Competition through bidding for licensing of operations
