Federal Geographic Data Committee • Purpose: • To carry out interagency coordination and the implementation of the NSDI, and to facilitate other OMB Circular A-16 related activities, in accordance with existing law, statute, and policy. • Establish procedures and committee structures as are necessary • FGDC Steering Committee • Provides executive leadership for the interagency coordination of geospatial activities by establishing policy and providing guidance and direction to the member agencies. • OMB Memorandum M-0607 (2006) – requires agencies to designate “Senior Agency Officials for Geospatial Information” (SAOGIs) at Assistant Secretary-level • SAOGIs serve as agency representatives on FGDC Steering Committee

FGDC - Governance Activities • FGDC Steering Committee - Policy and decision-making responsibility • Interaction with the newly established National Geospatial Advisory Council • New Executive Committee • Will provide assistance to the FGDC Chair and Vice Chair; facilitate the activities of the Steering Committee • Subset of Steering Committee - Consists of agencies with major geospatial responsibilities (DOI, USDA, DHS, DOD, DOC, EPA) • FGDC Coordination Group – • Working-level group – Senior geospatial program managers Operation oversight • Provides operational oversight for Geospatial LoB • Geospatial Line of Business • Transition from Presidential Initiative to operational program • FGDC Working Groups/Thematic Subcommittees • Coordinate ongoing standards & data activities

Focus of LoB Initiatives • OMB-driven process • Business-driven solutions developed through architectural processes • Common Solutions: A business process and/or technology based shared service made available to government agencies • Business Driven (vs. Technology Driven): Solutions address distinct business improvements that directly impact LoB performance goals • Developed Through Architectural Processes: Solutions are developed through a set of common and repeatable processes and tools

Geospatial LoB – Vision & Goals Vision Serve the Nation’s interests and the core missions of Federal agencies and their partners through the effective and efficient development, provision, and interoperability of geospatial data and services. Goals • Productive intergovernmental collaboration for geospatial-related activities and investments across all sectors and levels of government. • Optimized and standardized common geospatial functions, services, and processes that are responsive to customers • Cost efficient acquisition, processing, and access to geospatial data and information

  15. 2008-2009 Geospatial LoB Tasks • Enhance FGDC Governance • Evaluate and define the stages of the geospatial data lifecycle and identify common capabilities to allow cost-benefit ROI on shared services • Define and establish A-16 data steward lifecycle responsibilities and performance measures • Expand Smart-buy (and alternatives) for geospatial data & technologies • Develop outreach programs to demonstrate the value of “place based” approaches and geospatial technology • Develop and implement common grants language for geospatial information and services • Develop and implement common geospatial requirements language for Federal contracts (FAR, DFAR) • Implement MOUs/SLAs/ELAs for common geospatial services • Develop requirements and recommendations for technology required to deliver geospatial services • Provide a broker service for data searching among agencies which will build on and improve existing systems

Key Deliverables for 2008 • Definitions of the stages of the geospatial lifecycle to advance portfolio management to improve access to data • Recommended revisions to roles and responsibilities for A-16 theme leads and data stewards to improve accountability • Selection of Smartbuy/ELAs to pursue to save agencies money and time • Publication of FEA Geospatial Profile, Version 2.0 • Launch of FGDC-hosted Geospatial Software Application Repository • Adoption of proposed grants guidance language in 2 CFR to improve access to data • Development of agency-specific contract language models • Definition of common geospatial terms to create a clear, shared vocabulary among federal agencies

OMB Circular A-16 • OMB Circular A-16, last revised in 2002, was created by the Office of Management and Budget to provide guidance for federal agencies that create, maintain, or use spatial data directly or indirectly through the establishment of the National Spatial Data Infrastructure (NSDI) and the Federal Geographic Data Committee (FGDC).

Circular A-16 – Issues • Does A-16 currently include the right themes? • Should A-16 themes be added/removed/updated? • Should some current A-16 themes be consolidated? • Does a “Critical Infrastructure” theme need to be developed? • What are the specific roles and responsibilities of a theme lead? • What are the specific roles and responsibilities of a dataset steward? • How can the differences in the type and breadth of information individual agencies provide when reporting A-16 reporting be minimized for improved management of data portfolios?

Geospatial LoB Lifecycle Management Workgroup • Goals: • Improved management of A-16 themes through: • Establishing common definitions, roles and responsibilities • Establishing an efficient and effective process to manage A-16 themes as portfolios of datasets • Improved accountability through more complete and consistent Data Theme Lead reporting through revised A-16 guidance • Workgroup Lead: Wendy Blake-Coleman (EPA) • Subgroups: • A-16 • Lead: Dennis Crow (USDA) • Lifecycle • Lead: Jeff Booth (DOE) • Theme Content • Leads: Mike Lee (DHS) & Dave LaBranche (DoD)

Lifecycle Workgroup Activities • Develop common definitions of theme lead and data steward roles and responsibilities for increased accountability • Complete matrix of 34 A-16 themes; aligning theme datasets and contacts • Definition of common geospatial terms to create a clear, shared vocabulary among federal agencies • Define repeatable process for modifying A-16 appendices, and recommendations for specific A-16 changes • Develop refined criteria for adding/deleting/prioritizing A-16 themes/datasets • Develop proposal for government-wide management of data lifecycle for most significant datasets • Develop and implement portfolio management process for A-16 themes • Recommendations on FGDC coordination of data themes

  22. Potential Areas for NGAC Feedback The Lifecycle Workgroup may need feedback on: • The data lifecycle structure • Proposed criteria for revisions and updates to A-16 themes • Portfolio management of geospatial datasets

Imagery for the Nation • A national aerial imagery program to collect and disseminate standardized multi-resolution products on “set” schedules • Multi-resolution products (6”, 1’, 1-meter) • Repeat cycles of 1 to 5 years depending on location and resolution • Imagery in the public domain • Federal Government manages the standards and acquisition processes and funds the basic products • Users cost-share high-resolution products and fund buy-up options (increased accuracy, frequency)

Benefits of IFTN • A new model for building the NSDI that holds promise for more effective partnerships, including public-private partnerships • Leverages resources and minimizes duplication, including cost savings to states through the use of Federal contracts • Meets the needs of most Federal, state and local government agencies • Provides a means for Federal agencies to have access to high resolution data funded by state and local partners • Federal, state, and local partners can “buy up” to obtain any required enhancements • All agencies agree the program is needed

The National Map • The National Map is a collaborative effort to improve and deliver topographic information for the nation • Includes eight data layers: hydrography, elevation, imagery, geographic names, boundaries, transportation, land cover, structures • Public domain data to support modeling and applications at multiple scales/resolutions and topographic maps at 1:24,000-scale • Built on partnerships and standards

The National Map 3.0: Customer Research USGS recognizes the critical role of the partners and customers in defining The National Map • Improve our collective understanding of customer needs for nationally consistent and quality-assured base map data and related information services • Receive feedback on topographic map and image map prototype products to support objectives of the Tactical Plan • Develop recommendations for improving our marketing, product branding and customer service operations
