A question of ideology Challenges to Decision Making
Leadership Styles • People have different views of how decisions should be made and who should make them. • Some believe that humans are naturally good and intelligent therefore they should be free to pursue goals, follow few rules and participate in society.
Leadership Styles Cont’d • Others are more distrustful –feel people are selfish and greedy and have limited abilities therefore society needs clear laws and discipline –this also means that decisions should be made by a select few as only some can lead. • Over times these ideas about humans and decision making have been grouped together =ideology
What is Ideology? • Ideology- a set of beliefs and values, especially about how society should be organized and what goals it should pursue • eg. Pro-choice (right of woman to choose abortion or birth) versus Pro-life (anti-abortion)

Decision Making Systems • Countries have to decide how they are going to make decisions –this is based on their ideologies • 2 distinct types of decision making systems = autocracy and democracy
2 Types of Decision Making • Autocracy • System of government in which a few rulers have power to make decisions for the people. Therefore people tend to have little personal freedom, they cannot criticize government or freely participate in decision making (ie. No voting) • Autocratic leaders tend to come to power during bad times as people are looking for a strong leader
Autocratic Ideology • Thomas Hobbes • Humans are selfish and greedy, therefore should have limited ability to make public decisions • Society requires a clear set of rules outlined by one person or a small group of people (auotcratic rule) • “rule with an iron fist” • Eg. Former USSR, Cuba, Myanmar, Zimbabwe
Democracy • System in which decisions are controlled by the people. • The term comes from the Greek word “demo” =people and “cracy” = rule • People can and are expected to participate in society, ie go vote, protest a law, sign petitions, complain to their M.P. etc • People are free to have different opinions and express them openly
Democratic Ideology • John Locke • Humans are intelligent and good, therefore should be able to make their own decisions without too many rulers • Everyone is involved in public decisions • eg. Canada, United States, United Kingdom
Leadership-Styles and Decision-Making • Autocratic • Examples: Pierre Trudeau, Margaret Thatcher • Characteristics: • Tells others what to do • Limits discussion on ideas and new ways of doing things • Group does not experience feeling of teamwork
Autocratic Cont’d • When Effective: • Time limited • Individuals/group lack skill and knowledge • Group does not know each other • When Ineffective: • Developing a strong sense of team is the goal • Some degree of skill/knowledge is in members • Group wants an element of spontaneity in their work
Democratic • Examples: John F. Kennedy, Winston Churchill • Characteristics • Involved group members in planning and carrying out activities • Ask before tells • Promotes the sense of teamwork
Democratic Cont’d • When Effective: • Time available • Group is motivated and/or a sense of team exists • Some degree of skill or knowledge among members of the group • When Ineffective: • Group is unmotivated • No skill/knowledge is in members • High degree of conflict present
Laissez-Faire • Characteristics: • Gives little or no direction to group/individuals • Opinion is offered only when requested • A person does not seem to be in charge • When Effective: • High degree of skill and motivation • Sense of tem exists • Routine is familiar to participants • When Ineffective: • Low sense of team/interdependence • Low degree of skill/knowledge is in members • Group expects to be told what to do
