The Journey begins • Young Lives Bradford seek to consult the network on the development of a consortium of children & young people’s VCS organisations in Bradford District • A Network Forum was held in 2012 with 28 local providers in attendance • Focus - to introduce the concept of closer collaboration and gauge the level of support for a consortium in Bradford • Outcomes - broad endorsement from the network was secured to drive forward the consortium initiative • Initial proposals presented to second network forum in January 2013 - Working group established with leadership and commitment to consortium working in Bradford

The Journey • Follow NCVO guidance to establish model of Lead body Consortium with a Special Purpose vehicle (SPV) as basis • Application to SIB Group for pre-feasibility grant accepted • Selection process established to appoint consultant • Neil Coulson– an independent consultant and practitioner with expertise in art of consortium development was appointed to advise the working group and oversee the initial development • Business plan produced • Membership and quality framework agreement produced • Stakeholders consulted including Local Authority commissioners • New company - Young Lives Bradford Consortium -incorporated January 2014
The journey continues, key objectives……. • Consolidate the business and establish membership • Seek funding to support coordinated delivery of vital services in Bradford District • Work with stakeholders to establish better partnerships • Increase the level of contracts delivered by local VCS in Bradford District

Membership Framework • Two categories - Full and Associate Full Membership • Organisations that are ‘contract-ready’ • Pre-qualifies for sub-contracts through consortium • Full voting rights
Associate Membership • May not currently meet contract-readiness criteria • Working towards being ‘contract-ready’ • Potential to add value to the consortium • Can deliver outside sub-contracting arrangements e.g. spot purchase • Network with other members • Full voting rights in new company
Universal Criteria • Sector (not-for-profit organisations & defined social enterprises) • Services targeted at those most in need • Area of operation • Commitment to consortium working • Commitment to sharing expertise
