ANTICORRP, WP3 deliverables D 3.1 Global comparative trends report – Hertie will have ready by month 11 (February 2013) (6 months earlier than our delivery date) D 3.2 Background papers and regional comparison reported will be presented in Workshop in Hamburg (October 2013 – month 20). Final versions will be submitted in December 2013 – month 22 D 3.3 Nine process-tracing reports (Month 34) D 3.4 Two policy papers (Month 40)
Case selection Three complementary approaches to identify achievers: • significant change in WGI CC indicator 1996-2011; • regional positive outliers; • over-performance according to modernization determinants (income, urbanization, education, life expectancy) ; Background reports by experts will act like a check on whether this is really the case.
D 3.2 Regional comparison (around 8000 wordseach) 3.2.1. EU andaccession (UNOTT) 3.2.2. FSU (UCL) 3.2.3. Africa (GIGA) 3.2.4. Asia-Pacific (GIGA) 3.2.5. Latin America (GIGA) 3.2.6. MENA (GIGA) Possibility of publishing a special issue Regional papers should also include assessment of adoption of AC instruments through international influence (EU accession, donor dependence, UNCAC adoption etc.), and overview of regressing cases
13-15 Background papers (not all will result in process tracing reports) GIGA • South Korea • Taiwan • Uruguay • Chile • Costa-Rica (??) • Rwanda • Botswana (??) • Qatar • Tunisia • Egypt UNOTT • Spain • Poland PROVIDUS • Estonia • Latvia UCL • Georgia (Also possibility on Japan, Cape Verde)
D. 3.3 Process tracing case study reports • Methodology was sent by Alina and will be discussed next weeks. • Main discussion on process tracing reports will take place during the workshop in Hamburg • Not all background reports will be used for process tracing
Discussion • Suggestion by GIGA about analyzing also regression cases and include a contrast between human agency and structural factors/incentive structures; • UNOTT supports the inclusion of regression cases and the tracing of critical moments determining these regressions
