Criteria for Exercise Participation • Front Line Requirements • Doctrinal Impact • Institutional Planning Impact • Benefit to USAID • Operational Benefit
Five Criteria Front Line Requirements: • Afghanistan, Pakistan, Iraq & other crisis countries. • Deliver on existing commitments. • Shape ongoing operations.
Five Criteria Doctrinal impact: • Does the request for assistance/ participation have a direct impact on military doctrine? • Opportunity to influence or help codify USAID primacy in development, Humanitarian Assistance, and Disaster Response. • Opportunity to impact emerging or refinement of doctrine.
Five Criteria Institutional Planning Impact: • Will USAID participation have a strategic impact on military planning? • Related to doctrinal development. Opportunity to fundamentally influence strategic level planning processes. • Opportunity to increase USAID’s strategic planning capacity for crisis response and prevention.
Five Criteria Benefit to USAID: • Will USAID participation benefit both USAID and the military? • Straight transfers of knowledge from USAID to DoD are less valuable. • Limited value in USAID serving as a SME for DoD.
Five Criteria Operational Benefit: • Will USAID participation impact the way that DoD conducts an on-going or future mission? • Opportunity for USAID to inform DoD on USAID’s evaluation of the operational environment and ongoing activities. • Assist in shaping DoD operations, activities, and actions (OAA) that compliment or support USAID programs.
