Re-start by dropping ball and having red player kick it back to the blue team.

LAW 9The Ball In and Out of Play • The referee or assistant decides when the ball is out of play. The assistant raises his flag, if the referee is alone, he blows his whistle. • Why blow the whistle? If you see ball is out blow the whistle to assure all players stop, because some coach will yell PLAY UNTIL THE WHISTLE BLOWS, that is how a player gets hurt.
