Experience with Restructuring • Alberta opened its market to competition in 2001 • Resultant consumer price spikes caused government to intervene with price subsidies • Ontario followed in May 2002 • Unusually hot weather and supply shortages caused price spikes and government reacted by freezing retail electricity rates
