Remediation If You Want It…Inside Higher Education, June 5, 2013 By Paul Fain “Community college students in Florida will soon be able to decide to skip remediation and enroll directly in credit-bearing courses, even if college advisers or placement tests say they have remedial needs. Connecticut Overhauls Remedial Education
T Texas: TSI VISION STATEMENT: By fall 2017, Texas will significantly improve the success of underprepared students by addressing their individualized needs through reliable diagnostic assessment, comprehensive support services, and non-traditional interventions, to include modular, mainstreaming, non-course competency-based, technologically-based, and integrated instructional models.
Why So Much Focus on Developmental Education? • Policy-makers perceive DE as a symptom of a larger educational system failure. Fixing the educational system is an economic imperative. • 20 years ago, the U.S. was ranked highest in the world for the percentage of adults with college degrees. Now, we are tied for 10th. • By 2018, 62% of all jobs will require a college credential, and more than 1/2 of those will require a bachelor’s degree.
BUT… Only 42% of U.S. adults aged 25-34 hold a post-secondary credential. According to the Organisation for Economic Co-operation and Development (www.oecd.org)
Developmental Education Bridges the Access and the Completion Agendas. • We will never reach the completion goals if we reduce access. • But can we find shorter or more effective bridges between access and completion?
What are the Most Promising Innovations in DE? • Acceleration • Modularization • Technology assistance
What are the Most Promising Innovations in DE+? • Learning Communities • Contextualized skill instruction (I-BEST; linked courses) • Embedded Tutors • Collaboration between Adult Basic/Secondary Education and Developmental Education • Data systems: System-wide; state-wide; national!
Principles for Implementing State-Wide Innovations in Developmental Education Principle # 1 – Identify baseline performance before implementing mandates. Principle # 2 – Include an evaluation plan. Principle # 3 – Pilot innovations before mandating. Principle # 4 – Allow for local flexibility. Principle # 5 – Provide for professional development.
Principles for Implementing State-Wide Innovations in Developmental Education Principle # 6 – Recognize that there are no simple solutions. Principle # 7 – Involve those who will be implementing innovations in planning. Principle # 8 – Identify the impact of innovation on minorities and the poor. Principle # 9 – Identify what is already working well.
