What is Terrorist Activity? • The Canadian Gov’t defines Terrorist Activity as: • “An action that takes place either within or outside* of Canada that is an offence under one of the UN anti-terrorism conventions and protocols; or is an action taken for political, religious, or ideological purposes and intimidates the public concerning its security, or compels a government to do something, by intentionally killing, seriously harming or endangering a person, causing substantial property damage that is likely to seriously harm people or by seriously interfering with or disrupting an essential service, facility or system.” In English…?
9/11 • September 11, 2001, two American Airlines flights were high-jacked and piloted into the twin towers of the World Trade Center. • 2,819 people killed • $105 billion in economic damages • 422,000 people diagnosed with Post Traumatic Stress Disorder • Planes taken over by members of terrorist organization headed by Osama bin Laden
Why is This in Place? • Since the effects of September 11, 2001, the Canadian government worked with the UN to sign 14 anti-terrorism conventions. • These include: • Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons • International Convention against the Taking of Hostages • International Convention for the Suppression of Terrorist Bombings • International Convention for the Suppression of the Financing of Terrorism • Convention on Offences and Certain Other Acts Committed on Board Aircraft • And many more
Along with those conventions, Canada has also instated new laws and regulations to deter this activity. • Government has the right to publish the names of individuals and groups, called entities, accused of being involved in terrorist activity. • Made it an offence to knowingly collect or provide funds, directly or indirectly, to support terrorist organizations and activity. • Can freeze property and assets that is being used to assist terrorist entities. • Financial institutions must report to the government any business dealt with a listed entity. • Made it a criminal offence to commit any indictable offence under any Act of Parliament for the benefit of, under orders of, or in association with a terrorist group. • Made it an offence to purposely damage religious property based on bias, prejudice, or hate.
Terrorist Motivation • Most terrorist activity is motivated by hate towards a particular group. • Most cases, an extremist sect of a religion takes action to bring about dramatic change based on their interpretation of their faith. • Some examples include: • Al Qaeda • Liberation Tigers of Tamil Eelam (LTTE) • African National Congress • Irish People’s Liberation Organization • See in-depth list at List of designated terrorist organizations - Wikipedia, the free encyclopedia
