  3. Green Jobs ESHB 2227 The Evergreen Jobs Act • Coordinate efforts across the state to ensure that federal training and education funds are captured and deployed in a focused and effective manner to support Green Economy projects

  4. Green Jobs • Creates green industry skill panels and requires panel applicants to provide labor market and industry analysis that demonstrates high demand, or demand of strategic importance to the development of the state’s clean energy economy for middle or high-wage occupations, occupations that are part of career pathways within the relevant industry sector.

  5. Green Jobs • Coordinate local and state implementation of projects • Identify emerging technologies and innovations that will contribute to advancements in the Green Economy • Identify state-wide performance metrics for projects receiving agency assistance

  6. Green Jobs • Identify and implement strategies to allocate existing and new funding streams for workforce development councils and associate development organizations to increase local capacity to attract green jobs to local communities

Green Jobs Skill Panels • Conduct labor market and industry analyses, in consultation with ESD, drawing on the findings of its research when available • Recommend strategies to meet the recruitment and training needs of the industry and small businesses • Recommend strategies to leverage and align other public and private funding sources.

  8. Reports & Next Steps • Directs CTED and the Workforce Board, in consultation with the Governor’s leadership team, to  provide semiannual performance reports to the Governor and appropriate committees of the legislature. Directs the Workforce Board to create and pilot green industry skill panels.

Skills & Talent Development • HB 1395 – High Demand Definitions – Creates clarity and consistency in a number of statutes that utilize “high demand” terminology. • SB 5554 – Job Skills Program – Directs the Job Skills Program to promote industry clusters and gives priority to applications from firms in strategic industry clusters as identified by the state or local areas.

Skills & Talent Development • SSB 5616 – Customized Training – During 2009 and 2010, employers participating in the Customized Training Program may delay payments to the account. • E2SSB 5809 – Unemployed Worker Training – For fiscal year 2010, provides moneys to be expended to serve individuals who are eligible for or have exhausted entitlement to unemployment compensation benefits and are enrolled in a high employer demand program of study or a forest product industry training program. The funds are to be used by the State Board for Community and Technical Colleges (SBCTC) to serve eligible individuals; preference is given to individuals enrolled in forest product industry, health care, energy efficiency and aerospace worker training programs.

  11. Coordination & Cooperation • SHB 1323 – Workforce and Economic Development Coordination - Creates clarity and consistency in workforce and economic development terms, improves coordination of workforce and economic development initiatives, and focuses investments on cluster-based approaches

Workforce and Economic Development Coordination • Directs the Workforce Board to work with the Department of Community, Trade and Economic Development and the Economic Development Commission on industry clusters. • Calls for the inclusion of industry clusters in the state plan for workforce development and the state economic development plan.

Workforce and Economic Development Coordination • Provides a statutory definition of  Workforce Development Council and establishes workforce development council planning responsibilities in statute. • Directs associate development organizations to coordinate workforce development councils. • Establishes Centers of Excellence under the State Board for Community and Technical Colleges (SBCTC) .

  14. Workforce and Economic Development Coordination • Provides for the inclusion of labor market analysis for the purposes of identifying industry clusters. • Corrects “cluster” and “sector” terminology. • By December 15, 2010, the WTB, the DCTED, the EDC, the Employment Security Department, and the SBCTC must jointly submit a written progress report to the appropriate legislative committees describing concrete actions taken, individually and collectively, to achieve the act's intent and objectives.
