Reclassification How will your programs enable English learners to access the English language development standards ? How will your programs enable English learners to access the common core academic content standards? Current State Law (California Education Code Section 313[f]) The four required criteria are: • Assessment of language proficiency, using an objective assessment instrument, including but not limited to, the state test of English language development; • Teacher evaluation, including but not limited to, a review of the student’s curriculum mastery; • Parent opinion and consultation; and • Comparison of student performance in basic skills against an empirically established range of performance in basic skills based on the performance of English proficient student of the same age.
