Polar Continental Shelf Program (PCSP or “Polar Shelf”) • Established in the 1930’s, the Geological Survey of Canada’s Technical Field Support Services (TFSS) was added to PCSP as the equipment business line in 2007. TFSS provides the equipment for PCSP’s Arctic logistics science clients as well as many others across Canada. • Established in 1958, the Arctic logistics business line is mandated through the Resources and Technical Surveys Act (1994) to: “coordinate logistics support and provide related assistance for the purposes of advancing scientific knowledge of the Arctic region and contribute to the exercise of Canada's sovereignty in that region and its adjacent waters.” (para. 8(1)).
PCSP Services: Arctic Logistics Support • PCSP Arctic logistics services include: • Coordination of air transportation (fixed wing and helicopter) to field camps including fuel for field camps • Loan of field equipment through TFSS • Accommodations, working/storage, and laboratory space at the PCSP facility in Resolute, NU • On-going communications with clients out in the field • Advice on licensing and permitting

History of NRCan–DND Collaboration in the Arctic • Since 2008, PCSP has been facilitating logistics for DND operations and training: • Arctic Operation Advisor (AOA) course since 2008 • Operation NANOOK 2010, 2011 • Operation NUNALIVUT since 2011 • This support is now organized into the CAFATC program • PCSP provides support, upon request, to Search and Rescue • PCSP provides logistics support to DND science (DRDC) • MOU with the Air Force for work on Northern Ellesmere (Eureka and Alert) • OGD agreement with the Air Force for airlift of opportunity support for the North • Work in progress: HF radio, other Resolute infrastructure (e.g., Crystal City, C-Span), emergency operations, waste management
PCSP Arctic Training Centre Expansion Aug 2007: PM announcement of Canadian (Armed) Forces Arctic Training Centre in Resolute Initial stand-alone construction costs estimated at $60M with an Initial Operating Capability (IOC) post 2015 2009: Existing Department of National Defence/Natural Resources Canada collaboration enhanced to include expansion of existing PCSP facility to host the CAFATC program by 2013 at a construction cost of $19M Dec 2010: MOU and Annexes A and B signed Feb 2011: Project management documentation finalized and funding agreement in place Aug 2011: Site Preparation Begins Dec 2011: Design completion and approval May 2012: Onsite construction begins Oct 2012-Feb 2013: Interior Finishing Aug 2013: Official opening of the ATC expansion April 1, 2014: Official launch of CAF ATC program: NRCan remains the owner and operator of the Resolute facility and provides logistics services to CAFATC program
CAF ATC Program • CAF ATC is a training program: • Has pre-approved access to PCSP’s logistics support in the Arctic • Has preferential access to PCSP’s ATC expansion (140 beds) at the Resolute facility (pays 40% of PCSP’s annual facility operating costs) • Has pre-positioned equipment at PCSP’s facility in Resolute • Single point of contact for access to the program is Canadian Army Doctrine and Training Centre (CADTC) • 3rd Canadian Division Support Group (3CDSG) tasked to provide support to CADTC (and PCSP) for delivery of CAF ATC program on the ground in Resolute • Program runs on a two-year planning cycle (projects must be approved two years in advance) • Development of the PCSP infrastructure in Resolute to support CAF ATC will be managed by PCSP and DND’s Assistant Deputy Minister of Infrastructure and Environment (ADM-IE)
DND – PCSP Collaboration: Benefits • Whole of Government approach • Optimized use of existing federal infrastructure • Extend the facility operating season and increase the capacity of the facility, thus increasing the level of support available to scientists • Joint effort on issues such as facilities management and waste management • Building positive relationships with communities in the North • Leveraging of expertise/strengths: logistics, communications, shipping Bottom line: Greater capability at less cost and faster
