RUGBY CALIFORNIA - Vision Rugby California will guide and foster the growth of youth rugby in the State of California in a fun and safe environment. Rugby California will increase participation at across all ages and groups throughout the state of California. 100,000+ middle school and elementary school age boys and girls will play rugby in California 200+ high schools in California will be competing in CIF rugby Target date for these goals: Year-2015 A well defined continuum will allow California youth and High School players to develop from “Rookie Rugby” to College Rugby and Junior Eagles thru Middle School Rugby, High School Rugby, Junior Clubs and All Star programs. RUGBY CALIFORNIA – “State of the Union” CIPP Youth, U19 and HS Players as of 6/6/09 Southern California: 2,472 – 45% Northern California: 2,979 – 55% Rugby California: 5,451 players CIPP Youth, U19 and HS Clubs as of 6/6/09 Southern California: 39 - 41% Northern California: 57 – 59% Rugby California: 96 clubs NCYR is marginally larger in membership, but SCYR provides the SBO development experience and staff. The basic principle is to have both regions share equally resources with a governance system that guarantees equal representation RUGBY CALIFORNIA
RUGBY CALIFORNIA How Did We Get Here? Principle of Rugby California approved by Youth/HS clubs in January 08 (NorCal) and March 08 (SoCal). See MOU dated 12/04/07 SBO defined officially as a Statewide organization by USAR as of this year. Goal: 50 SBO in the US July 2009 USAR recognizes SBO as affiliates of USA Rugby Congress with voice into USAR. September 12, 2009 USA Rugby approves Rugby California application for official SBO Level 3. September 13, 2009 Southern California Youth Rugby approves to break off from SCRFU and adopts new By-Laws a South Chapter of Rugby California. November 6th, 2009 Northern California votes on Rugby California RUGBY CALIFORNIA

RC Committees State Cup: Establishes competition rules, eligibility, calendar and organizes the annual State Chair, Alan Petty, RC Vice-President (chair rotates based on location of State Cup. 2010 is Nor Cal, 2011 is So Cal etc…) 1 Nor Cal rep designated by Chapter So Cal Chapter Rep So Cal Chapter Rep Director of Operations (non-voting) Finance: Reviews, amends and submits the Budget (prepared by Staff) for approval by RC Board. RUGBY CALIFORNIA 2010 Governance and Operations Governance Volunteer RC Board: Policy, Strategic Planning, financial oversight, fundraising North and South Chapter Councils Conference coordinators per age division. Staffing Full-time Director of Operations (formerly named Executive Director) reports to Rugby California Board. Northern PT Associate Director ( To evolve to full time in second years) 8 Part-time Game Development Officers – 4 for Nor Cal, 4 for So Cal - report to the Dir. Of Operations. They are responsible for specific game development projects: Rookie Rugby clinics/camps, coaching and referee development, presentation in-schools and at teachers conferences etc.. RUGBY CALIFORNIA
RUGBY CALIFORNIA What’s in it for my club? • Admin and Club Support: Centralized on-line registration and club management tools = remove admin obstacles with staff support • Game Development and competitions development by conference/county : increase density, more teams to play in your area, scheduling at the conference level. Youth Development • Rookie Rugby Roll • Nation Wide Campaign to roll out January 2010 • Marketing and Media Roll out in planning stages • Target: 10 new programs- 5 Northern California & 5 Southern California. • Rookie Rugby Starter Kits to be available for any school, PE teacher, YMCA and/or Boys and Girls club and local community clubs. • Start up kit $130+ at no cost to new program for first year of Rugby California. • Administrative Assistance by Rugby California with a designated local point of contact to begin set up. • Coaching and Training provided by Rugby California and/or local point of contact in partnership with USA Rugby. Medical/Risk Management • Medical Kits and key documents templates (accident reports forms, emergency evacuation plan etc…) to be provided to all Rugby California youth and high school clubs at low cost or for free (pending funding) • Develop a network local area trainers to attend games.
