THE HEALTH AND SAFETY OFFICER • An officer who reports to the head of the organization • Duties are primarily administrative • Impact on emergency operations
THE HEALTH AND SAFETY OFFICER • May also have scene safety rule • NFPA 1521 • May be full or part-time assignment
THE HEALTH AND SAFETY OFFICER • Volunteer departments may make HSO a promotion--does not need to be a Chief Officer • If possible, do not split responsibilities • Only one HSO
THE INCIDENT SAFETY OFFICER • Member of the organization responsible for safety at the scene of an emergency • Reports directly to the Incident Commander • Almost all duties at the scene--some followup
THE INCIDENT SAFETY OFFICER • Has the authority to limit or suspend operations • The HSO may act as an ISO at times • NFPA 1521
THE ISO • In most departments there will be no ISO on-duty • The need for an ISO varies
JOB FUNCTIONSHSO AND ISO • Who would be responsible for the following functions
THE HSO/ISO RELATIONSHIP • HSO duties are non-emergency • The HSO cannot be everywhere • Responder safety is a priority • The IC assigns ISO when needed
THE HSO/ISO RELATIONSHIP • There may be more than one ISO at a large incident • The IC relies on the ISO • The HSO relies on the ISO for contact after the incident
