WHAT is Response Analysis? current situation bettersituation PLAN • A Plan is Built on: • An understanding of the current situation • An understanding the better situation • An ideas of what will best move from the current to better Programme / Response Analysis Between a situation and a plan – is an analytical process.

  3. WHY? What are the problems? • Is it an emergency? Is it a food security problem? Is it a health problem? What’s the solution? • Nutrition: strategies and plans of MoH versus MoA? • District plans – going in different directions? • Directions of government plans and NGO plans ? • Development and Relief Divide • MoW actions to ensure sustainable water supply and demand versus water trucking or unplanned borehole drilling • Mismatch of plans with changing context and aspirations • Investments in subsistence agriculture amidst demand by youth for employment, business opportunities and modern lifestyles Current analysis results in plans which are not always consensual, based on the same assumptions and priorities.

  4. WHY? What areas of improvement can we target? • Consensus • Is there an agreement on the situation and the plan resulting from that common understanding? • Consistency • Better links between the current situation and plans • Better links across sectors and actors (e.g. government and non-government) • Alignment • Can we better align plans towards rapidly changing lifestyles, livelihoods and aspirations? Can one approach serve many masters?

Why IPC? • RHPT/IAWG March 2012 • Commitment to work differently • Commitment to ensuring early actions are in place before the next drought • IPC November 2012 • East and Central Africa strategy – of national early warning structures – to apply the rigour and approach of IPC to developmental issues at the national and sub-national level • To use the insights gained through situation analysis to more forcefully direct decision making (planning) Part of better planning lies in working differently – rather than doing different things

This Meeting: • Clarity of the purpose of response analysis • Can we agree on the 3 problems that are giving rise to the need for us to meet • How can we do this analysis • Can we agree in part on an approach to this kind of analysis: • Can we agree other parts which we may like but wish to explore/investigate further • Can we agree parts which we may wish to change / drop entirely • Practical examples from each country (case studies) • 1 Case study for each country/organisation • Practical Application: Will we agree to move this issue forward? If so, can we agree / commit how? Part of better planning lies in working differently – rather than doing different things

Structure of the Meeting: • Introduction • Outline a suggested approach • Examine different components of the approach – by developing a case study for each country: • Centering the plan on people and their objectives • Pathways to achieve those objectives • Planning to support those Pathways • Looking Forward – Country Plans Part of better planning lies in working differently – rather than doing different things
