  2. Purpose of Study The purpose of this study is to explore the viability of the Public Corporation Model for Oregon’s public higher education system and its institutions.

  3. Statement of Problem and Background “Members of the State Board of Higher Education and presidents of the state's seven universities want to see the system gain the independence that community colleges enjoy with control over tuition, personnel, health benefits, purchasing, bonding and other operations.” – Bill Graves, Oregonian, May 31, 2010

  4. Research Questions • What are the advantages and disadvantages of the Public Corporation Model? • What are the consequences of adopting the Public Corporation Model for Oregon’s public higher education institutions?

  8. The Propositions Proposition 1: The public corporation model will create sustainable higher educational systems, in which institutions can support themselves. Proposition 2: The public corporation model will result in operational and resource flexibilities through deregulation of public institutions, which will create cost-saving efficiencies and provide additional support to institutions to help them achieve their public missions. Proposition 3: The public corporation model will result in abandonment of the public mission by institutions in support of for-profit activities, and less accountability for higher education institutions to the state.

  9. The Propositions Proposition 4: The public corporation model will increase support to research and decrease support to teaching at public institutions. Proposition 5: The public corporation model will result in higher tuition and reduce access to higher education. Proposition 6: The public corporation model will result in strengthened academic freedom.

  10. The Public Corporation Model is a viable option for the Oregon public higher education system. The Public Corporation Model requires leaders that have the ability to operate successfully in political environments. The Public Corporation Model requires leaders that possess entrepreneurial and risk management skills. Recommendations
