    2. Ministerial Responsibility This is the doctrine that the government is responsible to Parliament. There are 2 important conventions on this:- Collective Ministerial Responsibility Individual Ministerial Responsibility 2

    3. Collective Responsibility This originally grew up in the 18th and 19th centuries as a means of wresting power from the king. Even when they saw the monarch individually ministers would agree what to say beforehand. Gradually the ministers began meeting separately together without the king present and would present a united front to the king. The extension of the franchise emphasised the need to present a united front to Parliament and the public. William Pitt addressing the House of Commons
