This project aims to improve and modernize the hot sanitary water supply system in Pančevo and Lugo, with the implementation of solar energy. The project is financed by the European Union IPA Cross-Border Program, with co-financing from the City of Pančevo and Romanian Municipality Lugoj.

By 2003 -Decentralized system 36 boiler rooms altogether with 55 operating boilers , total power 160 MW. -In season 1993/94 a total collapse of the system, the system worked for 80 days only, of 186 days of heating season. From 2003 to 2016 -2.500 or 25% more flats connected to the district heating system of 220.000m2 or 33%of flats, public and business spaces are connected to the system -Built and reconstructed 44km or 60% of total hot water pipeline 31 boiler rooms connected to district heating system and 8 boiler rooms of public and commercial buildings are CLOSED
District heating system of Pančevo of today by the number of users is the 5-th system in Serbia • Heating plant Kotež 53,6 MW (2x23,3MW+7MW) • Pumping capacity 1600 m3/h, (100MW of users) • Heating plant Sodara 26,5 MW (2x10,5MW+5,5MW) • Pumping capacity 930 m3/h, (60MW of users) • Boiler room Jastrebačka 1MW, • Boiler room Sindjelićeva 0,8 MW • Boiler room Svetog Save 0,14MW • Total installed capacity 82 MW • 12.500 flats or 640.000 m2 • 400 public and business users or 180.000m2 • Total 820.000 m2 heated space, 2.200 users of domestic hot water

T HOT SANITARY WATER • Pančevo is one of the only three cities in Serbia, together with Belgrade and Novi Sad where the district heating system is built for supply of domestic hot water to one community. • Community Kotež 2 was built in 1983 when the district heating system for domestic hot water was also built. • In the beginning ,there were 3200 flats which were connected to the system. • System is designed to operate together with district heating as three pipe lines. Hot water for heating would be transported by one pipe line, by the second one for preparation of hot sanitary water, and by the third, common pipe, it would be returned from both systems. • From the very beginning it was noticed that the system of hot sanitary water results in losses which were in 2010 -200.000EUR annually.
All these years, PUC “Heating “ was in a vicious circle, for every year, losses were created, as according to law communal service cannot be canceled. • Beside that, electric installations in buildings are installed not being prepared for consumption for electric preparation of hot sanitary water. • Most losses were in heat dissipation because it was established by measuring that, during the summer period, mostly at common returning pipe, considering hot water, 62% of energy produced for heating of sanitary water is lost. • It was decided that by investing in the system and applying for donation makes the system of hot sanitary water SUSTAINABLE. • In 2012, City of Pančevo invested about 300.000 EUR in a new pipeline system. A new preinsulated pipe system was built of plastic mass for hot sanitary water supply. • This measure reduced transport losses from 62% to 38%. • Performance would have been even greater if it were possible to build an entire network of plastic pipes, but the first 220m of three pipe line DN500 had to remain, because it undergoes international road and replacement of this part of pipeline cannot be done before replacement of heating pipeline.
In 2011 we applied to IPA fund for the construction of a pilot plant for preparation of hot sanitary water id est for promoting of sun energy together with the Municipality of Lugoj in Romania. • Although we passed evaluation, we were informed that in that moment there were not enough means for the financing of the project. • In October 2015 it was offered to partner cities to finance the project, but now with a reduced implementation time from 24 to 12 months. • Beside other activities, project in Pančevo consisted of construction of pilot plant consisting of 906m2 of solar collectors and pertaining equipment which would distribute the acquired energy. • Solar energy would be used for the preparation of the hot sanitary water. More than 600 MWh of solar energy would be obtained this way, id est it would save about 92.000 m3 of natural gas and reduce pollution of CO2 for about 200 tons a year. This way, solar energy would substitute from 8% to 10% of energy for preparation of hot sanitary water.
This is going to be the biggest system of solar collectors for hot water production in Serbia. • Collectors will be mounted on a steel consctruction so that the usable space below could be used for other purposes. • It is going to be the only system that is incorporated into the District heating system. • During the winter the energy from the sun collectors will be used to heat water losses in District Heating System or to heat combustion air and thus raise the boilers level of efficiency.
What about further plans and how to reach a sustainable system? • System extention for more than 600kW of solar energy use for preparation of hot sanitary water. • The use of heat pumps, the power of 2x300kW which would connect low temperature geothermal energy with preparation of hot sanitary water. • The natural gas installation of condensation boiler systems 4x300kW which would amortize all situations when there isn’t enough energy from alternative sources. • And , of course, completion of the heat distribution system from plastic pipes in order to have a completely independent system for hot sanitary water from the heating system.
