The share of a given fiscal year that is devoted to fighting over money – in aggregate, in sources, in uses, and in transfer pricing/terms/conditions is expanding. The effective period of acquisition between the moment of funds availability and the pulling down of the curtain at the contract office window is now often weeks, not months, and let’s stop pretending years.
