The “Big3” • Custodial & Grounds Maintenance & Integrated Solid Waste Management (ISWM =refuse/recycling) • Cost to the AF annually ~$300M • Air Force Common Output Level Standards (AFCOLS) • AFCOLS provides an instrument to assist the AF in streamlining operations in a fair and consistent manner. Each subsequent level provides reduced services at reduced cost to the AF, with an inherent tradeoff of increasedrisk. • Current Level of Service (LoS)is 3; (1 = highest, 4 =lowest) • Installations to use standardized Performance Work Statement (PWS) to ensure services are consistent across the AirForce • Installations are not to exceed the prescribed AFCOLS with additional contracts or militarymanpower 52

Air Force AICUZ Program The Air Installations Compatible Use Zones (AICUZ) Program is a safety and land use compatibility program which identifies the impacts of operations (noise and accident potential) tocommunities adjacent toinstallations • Objective: Promote compatible use of land in noise and safety zones in the vicinity of military airfields to protect public safety without degrading flight safety and missionrqts • Actions todate: • FY12-17 oversaw production of 10 AICUZStudies • FY18-19 expected to produce 11 AICUZStudies • Updated and published AFH 32-7084, AICUZ Program Manager’sGuide • NextSteps: • Host a two-day AICUZ Workshop for all services, to be held at JBSA in Feb18 • Advance training opportunities with sisterservices • Prepare AICUZ themed videos for base leveltraining • •Support installations w/ AICUZ study updates, provide AICUZ training and reachback tofield • 37

Facility Space Optimization(FSO) • Implementation of a sustainable and efficient Facility Space Management program enables effective Accountability, Allocation and Planning for facility space; and an ability to avoid cost through re- purpose, lease-offset, inactivation (caretaker, excess, closure) and disposal of excessfacilities • Objective: Use FSM data to enable enterprise (Basing/Beddown/BRAC) & installation (enhanced utilization) planning; and “Right Size” installations to reduce O&Mcosts • Synopsis: Partnered with A4C & AFIMSC to implement proposed new capabilities & processes outlined in an Integrated Master Schedule (result of recent HAF ledBPR) • Actions todate: • Developed Integrated Master Schedule for implementation (timelines, risk, ROI, activities,etc) • Finalizing ESP template, includes framework, objectives & COA’s that align w/ CE FlightPlan • Authored AF Reduce the Footprint (RTF) program; currently approved by the OMB &OSD • Partnered w/ FMO; developing strategy to enable NexGen IT FSM functionality andmodule • 2 Pilot bases (FY17) followed by 8 Spiral 1 bases for implementation inCY18 •Implement FSM Integrated MasterSchedule •Program DevelopmentMapping 39
