  2. Introduction & context • Friendly, attractive and conducive business environment and investment climate • For attracting investments and business: Eg. ISI, EOI • For retaining investments and business • They determine, influence and move and shake what happens and what does not happen in the world of business and investment

Components of Business Environment and Investment Climate • Policy, legal and regulatory frameworks: To give investors/captains and titans of the industry the confidence needed to commit their capital: Colossal, long-term, borrowed: Predictability • Starting a business • Labour mrk regulations – work permits; too much protection of workers/strong trade unionism • Infrastructure – Hard/traditional/orthodox and soft = Quantity and quality: Roads, ports, airports, railways

Components … • Utilities: power, water: Quality, cost, reliability • Fiscal matters: Number and rates, refunds, easy of payment, incentives, predictability • Skills and talents in the labour force – including soft skills – trust, team work, creativity, innovation, confidence, communication skills etc • Access to finance – long term/structured finance; • n
