Health and Safety Fund NAVB-CNAC Sectoral Fund established by social partners (equal representation of employers’ and workers’ organizations of the construction sector) established in 1965 mission: promotion of occupational health and safety (now: well-being) in the construction industry
How does the NAVB-CNAC work? (1) Board: social partners – alterning presidency between employers’ and workers’ organizations) 45 employees – 4 departments department «companies»: 20 advisors visiting and giving advice on construction sites department «R&D»: knowledge, development of publications, tools,… department «training» department «administration»
How does the NAVB-CNAC work? (2) Basic tasks (own budget): advice on site, periodicals, studies, documentation, information, national and international co-operation, specific campaigns Other tasks (remunerated) consulting for companies, institutions,… non-periodical publications training (or setting up training programmes)

(3) Information and publications: library: documentation on well-being at work in the construction industry website www.navb.be with information, legislation, work declaration, construction site advice and publications NAVB-info: 3-monthly info-magazine about well-being at work, daily life at the construction site, evolution of technology and regulations NAVB-dossier: 3-monthly publication focusing on one particular subject (e.g. « Work at height »)
How does the NAVB-CNAC work? (4) Information and publications: NAVB expert: a safety publication for one particular occupation NAVB Vademecum: an in-depth reference work about a specific issue concerning well-being in the construction industry cd-roms and dvd’s for specific construction occupations
How does the NAVB-CNAC work? (5) Co-operation in training programmes (redaction of texts for or setting up training programmes): basic safety (for workers) safety for executives basic safety level 3 (to become safety adviser in companies < 50) complementary training programme for prevention advisers – level 2 (to become prevention adviser in companies 50-100)

(6) Co-operation in training programmes (redaction of texts for or setting up training programmes): safety coordinator on temporary or mobile construction sites (different levels)(to become a coordinator) coordination planning (for coordinators) theme-specific training programmes set up in co-operation with the company (for companies)
How does the NAVB-CNAC work? (7) Specific support NAVB-CNAC gives also specific support to companies, workers, schools and everyone who is involved in construction safety
Campaign «Building: our work, our life» Since 2002, NAVB-CNAC and the social partners conduct a safety campaign to reduce the number of accidents and occupational diseases. 2002-2003: general campaign: Building: our work, our life 2004-2005: general campaign with new themes Since 2006: start of target-group oriented campaigns

Campaign «Building: our work, our life» Charter: safety in the construction industry Concept: awakening and engagement on voluntary basis feed-back for the target groups when the charter is signed: image of security and information present for the workers (e.g. safety gloves) Communication: information sessions website quarterly review
Campaign «Building: our work, our life» Balance of the campaign: ! Quantitative internal goal: Decrease of the number of accidents with 10% in the construction industry in 2002 in comparison to 2001
Target-group oriented campaigns new concept since 2006: target-group oriented campaigns selection of the target-group is done by the steering platform (social partners, insurance companies, FPS Employment, federations of architects, co-ordinators, prevention advisers,…) 2006-2007: roofers 2007-2008: road workers 2008-2009: finishing works
Target-group oriented campaigns The campaign consists of 2 phases: prevention phasedone by the NAVB-advisers, information sessions by social partners, external services,… maintenance phasedone by labour inspection
