Operational Plan “. . . the development of an annual report which organizes national, state, and regional substance abuse data for comparative purposes so that communities will have reliable indicators of alcohol and other drug abuse problems. Communities can then use the data to establish priorities and promote changes in behavioral norms. . .” -- Adopted by ADA State Advisory Council, August 1994
