INSPIRE maintenance at EU level Monitoring INSPIRE implementation

Discover the ongoing activities and main challenges faced in maintaining and implementing INSPIRE at the EU level through yearly monitoring, gap analysis, and active work packages of the Maintenance and Implementation Group (MIG). Learn about the Maintenance and Implementation Framework's role in addressing challenges for comprehensive alignment, flexibility, and adequate resourcing. Explore the MIG's sub-groups, active work packages, and completed tasks, along with the monitoring indicators and gap analyses conducted to improve INSPIRE implementation. Access the INSPIRE Monitoring Dashboard Prototype for public viewing and stay informed about the trends in dataset identification, metadata availability, and data conformity. Gain insights into the gap analyses concerning environmental reporting obligations and the ongoing efforts to support INSPIRE implementation across Member States.

  1. INSPIRE maintenance at EU level Monitoring INSPIRE implementation

  2. Outline INSPIRE maintenance at EU level • Maintenance and Implementation Framework • On-going activities of the INSPIRE MIG Monitoring INSPIRE implementation • Yearly monitoring • On-going gap analysis

  3. INSPIRE MIF (1) Main challenges to be addressed by the MIF (INSPIRE/2011/1/1) • Be fully aligned with and interfaced to the ongoing development of the remaining IRs. • Be supportive to the further implementation of the IRs in the Member States. • Be responsive to lessons learned from the implementation.

  4. INSPIRE MIF (2) Main challenges to be addressed by the MIF (INSPIRE/2011/1/1) • Be comprehensive to ensure the cross-cutting coherence of the components of the infrastructure • Be flexible for taking into account requirements emerging from environmental policies and policies or activities which may have an impact on the environment.

  5. INSPIRE MIF (3) Main challenges to be addressed by the MIF (INSPIRE/2011/1/1) • Be adequately resourced and organized for dealing with event-driven requests and needs for maintenance and evolution.

  6. The Maintenance and Implementation Group Commission Expert Group • Permanent sub-group on technical aspects • Permanent sub-group on strategic and policy-related aspects

  7. MIG-T Active Work Packages MIWP-5: Validation and conformity testing MIWP-6: Registries and registers MIWP-7a: Extension of Download Service TG for observation data MIWP-7b: Extension of Download Service Technical Guidelines for Web Coverage Services (WCS)

  8. MIG-T Active Work Packages MIWP-8: Update of Metadata TG MIWP-14: Theme specific issues of data specifications & exchange of implementation experiences in thematic domains MIWP-16: Improve usefulness and reliability of monitoring information MIWP-21: Pilots for INSPIRE-based applications (including for e-reporting)

  9. MIG-T Completed Work Packages MIWP-10: Update Annex I data specifications MIWP-18a: Annex I xml schema updates

  10. Monitoring INSPIRE implementation Commission Decision 2009/442/EC Yearly monitoring • List of datasets falling under INSPIRE and related services • Indicators about (non exclusive list): • Metadata (existence, conformity, accessibility) • Conformity of spatial datasets and services • Accessibility of datasets through services

  11. Monitoring INSPIRE implementation Under MIG/MIWP-16 • Review of the monitoring indicators • Development of tools to generate the monitoring data from the national discovery service endpoint • Prototype of a dashboard to visualize the monitoring information

  12. INSPIRE Monitoring Dashboard Prototype publicly available at https://inspire-dashboard.eea.europa.eu/official/

  13. INSPIRE Monitoring - Trends Number of datasets identified • Stable for Annex I and II (but Italy) • Strong increase for Annex III • 14k in 2012 vs 30k in 2014 (Italy exc.) Availability of metadata • Some improvements needed for annex III Conformity of data and services • Still a lot of work...

  14. INSPIRE Monitoring - Gap analysis Context: bilaterals with MS Issue: In accordance with article 1 of the Directive the identification of the data sets should have been based on the requirements of spatial data for implementation, monitoring, assessment and reporting in the various legal acts of the environmental acquis.

  15. INSPIRE Monitoring - Gap analysis Environmental reporting obligations • Identification of the datasets required by them • Many are not referenced in the EU geoportal (and possibly not listed in the INSPIRE monitoring reports either) • Therefore, identification of datasets falling under INSPIRE is not yet completed...

  16. INSPIRE Monitoring - Gap analysis

  17. Conclusion Active INSPIRE maintenance in place Support to implementation provided through the MIG Lots of data and services are already there but MS need to keep identifying data falling under Annex III Significant increase of activities around data conformity between 2013 and 2014
