Truman Takes Control • Truman determined to STAND UP to Stalin • Doesn’t want to “appease” him • Truman immediately tells Molotov (Foreign Minister) Stalin MUST hold free elections in Poland
Potsdam Conference • July 1945 (War still going on…) Stalin and Truman finally meet in Potsdam, near Berlin • Truman feared that if Germany’s economy didn’t recover, they might turn to communism out of desperation
Reparations come up again… • Soviets want HEAVY reparations – Truman thinks it will destroy Germany • Truman suggested that Soviets take reparations from THEIR zone, while allies revived industries in their zones • Stalin opposes (His area mostly agricultural)
Conditions for Acceptance: • Truman offers Stalin small industrial equipment from other zones, but required Soviets to pay for it with food shipments from their zone • Truman accepts new German-Polish border that Soviets established
The threat of atomic bombs… • Stalin doesn’t like Truman’s proposal • Truman threatens with Atomic Bomb – Stalin thinks he’s being bullied, but accepts the deal
The Iron Curtain • Soviets not honoring “Declaration of Liberated Europe” • Soviet Army in Eastern Europe • Pro-Communist Government established: • Poland • Romania • Bulgaria • Hungary • Czechoslovakia • Communist countries became known as satellite countries (Not under direct rule, but were friendly to Soviets)

The Long Telegram (Cont…) • Soviet view of world came out of fear • Claimed it was impossible to reach permanent settlement • Proposed “a long-term, patient but firm and vigilant containment of Russian expansive tendencies” • Soviets have flaws (Keep them contained and they’d fall apart) • Containment – Keeping communism within it’s present territory through the use of diplomatic, economic,and military actions
Crisis in Iran • Seemed to prove Keenan right… • Troops put in Iran during WWII to preserve supply lines • After war, Soviets kept troops in Northern Iran and: • Demanded access to oil supplies • Put pressure by helping local communists take power in Government
US Response • Saw these actions as Soviet push into Middle East • Secretary of State James Byrnes sent a strong message demanding a withdraw • Sent battleship USS Missouri to Mediterranean Sea • It works….Soviets withdraw • How is this an example of containment?

Stalin focuses on Turkey • Aug. 1946 – Stalin Demands joint control of Dardanelles • Dean Achesen(Presidential Advisor) saw as first step in plan to control mid-east
US Response in Turkey • “We might as well find out whether the Russians are bent on world conquest” – Truman • Ordered USS Franklin D. Roosevelt and USS Missouri to protect Turkey
Meanwhile in Greece… • Communist guerrillas rebel against government • Britain supports Greece, but economy couldn’t handle it and they pull out after 6 months
Truman Doctrine • March 12, 1947 – Truman asks Congress for $400 million dollars to fight communism in Greece and Turkey • His speech outlined a policy known as Truman Doctrine • Goal – “Aid the free peoples who are resisting attempted subjugation by armed minorities or by outside pressures.”
Marshall Plan • “Two halves of the same walnut” – (Truman Doc/Marshall Plan) • Secretary of State John Marshall proposed recovery plan • Aid to European economies • Stalin and satellite nations rejected offer • Billions of dollars end up being spent (Supplies, machinery, and food)
