  2. Problems and Challenges No. 1 • Literacy rate for English, common language is only 30% of population • Citizens cannot communicate and cannot work together • Result in lower production rate

  3. Problems and Challenges No. 2 • The government has only set aside 7% of its annual budget for education • Not enough to support education • Result in less educated workforce

  4. Problems and Challenges No. 3 • Teachers are underpaid • No bonuses or incentives for the teachers to teach • No motivation to teach • Students may not be able to learn much

  5. Problems and Challenges No. 4 • Government does not have enough money set aside for them to provide proper education facilities • Result in education being jeopardized

  6. Problems and Challenges No. 5 • Further fours of secondary schooling is not compulsory • Many students end their schooling at primary school

  7. Problems and Challenges No. 6 • Government is catching and punishing students performing acts of violence • Increase in crime rate

  8. Underlying Problem • Vandaquim’s government has only set aside 7% of annual budget for education • Increase annual budget to support students’ education even further by 2015

  9. Solutions • Finance Minister should hold campaigns and talks • Raise funds from public and private • Increase money used for education • End of 2009 at public and private places

  10. Solutions • Prime Minister should hold a talk • Persuade educated Vandaquimians to stay and set up businesses • Economy of Vandaquim will get better because more money is made • End of 2009 in private sectors

  11. Solutions • Ministry should hold a convention to invite other countries for trading • Boost the economy • Increase the education budget • Held annually starting next year • Held in an official trading centre

  12. Solutions • Ministry should provide incentives for investors • They must not pull of their business ventures in Vandaquim for the next 5 years • Attract investors • Industrial sector will improve • June 2010

  21. Fund-raising The finance ministry to hold campaigns and talks to raise funds from public and private which can be added to the annual budget and increase the amount of money used for education. Criteria Total: 17

  22. Business by the Educated The Prime Minister should hold a talk to persuade educated Vandaquimians to stay in Vandaquim to set up business. Criteria: 16

  23. Foreign investors The ministry should provide attractive incentives for foreign investors who do not pull out of their business ventures in Vandaquim for the next 5 years. Criteria: 20

  24. The tourist attractions The ministry should set up a Tourism Board which should create more tourist attractions. Criteria: 12

  25. Higher tax The ministry should have a higher tax for the private.

  26. Trading The ministry should hold a convention to invite other countries for trading. Criteria: 22
