Receivership and the Harrisburg School District ~ The secretary of education petitioned the court of common pleas due to failures: - to fully implement the recovery plan - to comply with directives - to satisfy the the objectives stated in the financial recovery plan
Receivership • Role of the receiver • Assume all powers and duties of the chief recovery officer, and the school board of directors with the exception to levy and raise taxes • Implement the recovery plan • Direct employees and appointed officials of the school district to take actions that are necessary to implement the recovery plan or reframe from actions that may impede the implementation of the plan • Modify the recovery plan as necessary to restore financial stability • Submit quarterly reports to the court of common pleas and secretary of education
Receivership • Resolution – June 27, 2019 • 1. Established Recovery Plan Partnership Agreement with Montgomery County Intermediate Unit (MCIU)23 • 2. Eliminated specific positions due to the management functions of the MCIU • 3. Approved a tentative new organization structure • 4. Approved amended legal fee agreement
