Assessment Kharif 2013 Area As compared to kharif 2012, area of Bajra & Kharif Pulses is higher and area under Guar and Cotton is lesser during Kharif, 2013. However, figures of sowing will be finalized only after revenue figures are available.

Oil Seed and Pulses: Seed Arrangements in lac Qtls. Sufficient seed available for rabi pulses and oilseeds, shortage of Gram seed shall be arranged through NSC/ SFCI as has already been discussed during Zonal Seed Review Meeting held on 4.9.2013 at New Delhi

Fertilizer Arrangements :Rabi Consumption : in lac M.T. • Interventions needed from MOA, GOI • Timely supply of DAP, NPK, other complex fertilizers and urea according to allotment • Increase in rake points for uniform supply of fertilizers (Jaisalmer, Bheenmal & Ratlam) • Adequate and timely availability of rail wagons for transportation of fertilizers • LFS (M/s CFCL) should maintain buffer stock of 50,000 MT of Urea
Use of Gypsum as Nutrient - Rabi Quantity in M.T. Necessary arrangements for supply of Gypsum have been made.
1. Rabi Abhiyan 2013-14 (23rd Sept. to 18th Oct. 2013) Intervention Proposed to increase Oilseeds and Pulses Production • 9175 camps will be organized at GP HQ level • Expected farmers participation- Approx. 6.00 lacs • Availability of seeds through Beej Raths, fertilizer through cooperatives network • Convergence of Agri. services (Agriculture/Horticulture/Animal Husbandry/ SAUs, Cooperatives) at the door step of farmers • Applications of individual beneficiary schemes will be prepared • Dissemination of appropriate technology & practices for Rabi crops • Free distribution of booklets, pamphlets and minikits • Collection of Soil Samples and supply of gypsum etc. • Distribution of mineral mixer packets and de-worming medicines

Technology Demonstration and Minikits of Oilseed and Pulses • Oilseeds • Crop Demonstration – 2750 ha under ISOPOM • Minikits Distribution – 3,32,275 Nos. under ISOPOM • Pulses • Crop Demonstration – 25,000 ha under NFSM and • 1,11,800 ha under A3P
Intervention Proposed to increase Oilseeds and Pulses Production 3. Seed Replacement with New Varieties • Out of 1.65 lac qtls. Gram seed proposed to be distributed during Rabi 2013-14, about 1.00 lac qtl. seed of newer varieties will be made available to the farmers • The new varieties are GNG-1581, RSG-888, RSG-945, BGM-547, RSG-963, GNG-1488, RSG-895, RSG-896 and RSG-931
Intervention Proposed to increase Oilseeds and Pulses Production Farm Pond 4. Water Harvesting/ Water Saving for Life Saving Irrigation Unit in Nos The water stored will be available for life saving irrigation during ensuing rabi season particularly for oilseed and pulses
5. Others Intervention Proposed to increase Oilseeds and Pulses Production • Optimum utilization of resources • Ensuring timely supply of quality inputs • Soil health Management & Integrated Nutrient Management • Carry out a campaign for seed treatment • Seed Replacement Rate • Promoting resistant varieties • Use of bio-fertilizers and micro nutrients in oilseed and pulses
Continue------ • Diversification from high water requiring wheat crop to less water requiring crops like pulses and oilseeds • Efficient water management • Integrated Pest – Disease management • Intensive Extension (Transfer of Technology) activities • Targeting resources towards SC/ST/Small/Marginal /Women and BPL farmers
Important Initiatives • Additional promotional assistance on drip up to 40 percent • Assistance on water storage Diggies in canal command area to promote pressurized irrigation. • Convergence of diggies programme with MNREGA • Additional assistance for new electric connection seekers up to 20 percent for MI sets. Diggi • Pressurized irrigation made mandatory for entire Narmada Command area. The same policy is also being g to extended in lift canal area of IGNP.
Important Initiatives • 3 Centre of Excellence sanctioned • Centre of Excellence for Date palm at Jaisalmer • Centre of Excellence Citrus at Kota • Centre of Excellence Pomegranate at Jaipur
Important Initiatives • Automation and Fertigation project has been initiated in the state to get the synergetic benefit of drip irrigation system. • Promotion of green houses/ poly houses, shading nets and low tunnels where drip irrigation system is a mandatory.
Important Initiatives Solar Pump Sets • During 2012-13, highest No. of Solar pumps established in country which is registered in Limca Book of Records • 5689 Solar pump sets established so far • It is proposed to established 10000 solar pump sets during 2013-14 • Solar pump project compulsorily linked with drip irrigation technique
Important Initiatives Recognition of progressive farmers at Block, District & State levels with the awards of Rs. 10000, 25000 & 50000 respectively with citation Date palm in 560 ha. & pomegranate plantation programme in 551 ha.
Important Initiatives Pilot project on Olive Cultivation- Plantation in 182 ha. on 7 Government farms and 76 ha on farmers field. Flowering and fruiting occurred on 5 sites High tech Bassi farm – Protective cultivation of vegetables – capsicum, tomatoes, cucumbers, roses, gerbera, gladiolus and open cultivation of strawberry and fruit orchards (Guava, mango, jackfruit, pomegranate)
Issues • Positioning of urea for Rabi 2013-14 as per month wise requirement. • Release of balance fund under RKVY and CSS schemes • Uniform subsidy on seed distribution for all crop varieties under NFSM in line of ISOPOM • While restructuring centrally sponsored scheme : • Provision for staff cost and contingency for the posts sanctioned under existing scheme should be kept • For each scheme there should be provision of publicity both through electronic as well as print media • Separate provision for administrative expenses, mobility and supervision should be included for effective implementation and monitoring
Continue----- • Issue related to crop/weather insurance • - A technical support unit may be established in MoA to design crop product for weather based crop insurance • - A post of Acturial may be created in MoA to examine and determine the premium, claim and crop product offered by insurance company • - All the automated weather station should be under national umbrella of IMD • Horticulture related issues: • - Automation and fertigation should be the integral part of NMMI (subsidy on liquid fertilizers). • - Ceiling of area (5 ha) may also be exempted under NMMI. • - New crops like strawberry should be included for assistance under NHM
