Legislative Activity AB 250 - Brownley Superintendent sponsored Begin a process for the development and adoption of curriculum frameworks and instructional materials aligned to the common core state standards Extend the operative date of the state’s assessment system by one year Create professional development training opportunities
Materials: Implementation Timeline 1 Assumes the passage of Assembly Bill 250 (Brownley), which partially lifts the suspension under EC Section 60200.7, and Curriculum Commission funding for 2011 and subsequent years.
Materials: ImplementationTimeline 2 Reflects Senate Bill 70, which extended the legislative suspension under EC Section 60200.7 through July 1, 2015.
Materials: Superintendent’s Review of Supplemental Materials The Superintendent of Public Instruction, Tom Torlakson, is inviting publishers of currently adopted instructional materials in mathematics and English Language Arts to submit supplemental materials for review. Materials designed to bridge the gap between the content in the adopted materials and the Common Core State Standards
Materials: Purpose of the Review To determine the degree to which the supplemental materials—in conjunction with the adopted materials—provide full coverage of the Common Core State Standards with California additions for the given subject and grade level(s). Intent: Supplemental materials include the minimum amount of content needed to fully address the Common Core State Standards; and Costs for districts to purchase and implement the supplements be kept as low as possible
Materials: Evaluation Criteria Aligned to the CCSS Conform to Standards for Evaluating Instructional Materials for Social Content Must be accurate, use proper grammar and spelling, and be free from all errors Meaningful assessments included Comprehensive teacher guidance in efficient instruction for all students Clear instructions for supplemental materials integration
Legislative Activity SB 140 – Lowenthal State developed list of supplemental instructional materials that are aligned to the CCSS Allow school districts to adopt instructional materials other than those on the state’s list if the materials meet specific criteria
Materials: California Learning Resources Network (CLRN) Resource for supplemental electronic instructional materials Currently reviewing instructional materials and online courses for alignment to the Common Core State Standards http://www.clrn.org/
Professional Learning Activities • Subject to AB 250, the CDE will: • Compile a list of existing professional learning (PL) activities and resources currently available • Determine what PL activities and resources are needed by districts • Refine the existing Web site to better communicate activities aimed at transitioning to the Common Core State Standards • Develop and post learning modules to the CDE Web site

Transitioning: Implementation Activities • State Collaborative on Assessment and Student Standards–Implementing the Common Core System (SCASS-ICCS) • SBE updated on CCSS and assessment in July 2011(Item 14) • CCSS and Assessment Transition Planning Meeting with 100 Stakeholders across California August, 23 2011 • SBE action on implementation plan scheduled for November 2011 (tentative)
Transitioning: Stakeholder Meetings • A CCSS and Assessment Transition Planning Meeting was held on August 23, 2011, in Sacramento, California. • Worked with stakeholders from across the state to contribute to the development of a CCSS and Assessment transition plan • Approximately 100 participants attended, which included a diverse population representative of: • Teachers, administrators, superintendents, governmental affairs and State Board of Education staff/members, Regional Assessment Network members, Technical Advisory Group (TAG) members, Technical Design Group (TDG) members, organization representatives. • Additional Stakeholder meetings are anticipated over the next 3 years.
Transitioning: August 23 Meeting Feedback • Create an implementation plan with specific steps. • Develop a comprehensive communication plan that incorporates a variety of strategies, designed to target the information needs of stakeholder groups. • Create multi-faceted strategies for identifying and addressing equity issues throughout the state
